Help
  • Coordinates results with information available in biological and physical science disciplines to achieve a balanced assessment of the environmental impact on alternative courses of action available to water resources and other projects.
  • Participates and is actively involved in the Project Management Business Process (PMBP). Coordinates activities of assigned projects and conducts progress review meetings as appropriate.
  • Prepares information based on research, investigation, analysis or development of data concerned with the environment regarding water and related land-resource use such as local flood control projects, navigation or interior drainage projects.
  • Makes field visits and conducts project reviews to supplement available data as required to further elucidate environmental effects of the project on such natural resources as aquatic ecosystems, among others.
  • Recommends optimum or least environmentally detrimental course of action to be taken in the furtherance of the District mission
  • Participates in coordinating District environmental studies with Federal, State, and local agencies and individuals. Attends public meetings to present environmental information and respond to comments on the impact of proposed projects.

May be selected at any grade level with non-competitive promotion potential to target grade level GS-12. Non-competitive promotion potential to the target grade is based on time-in-grade requirements and demonstrated ability to perform the higher graded duties.

Qualifications Requirements: To qualify for this position at grade level GS-12, you must meet the Basic Requirement and the Specialized Experience. To qualify at grade levels GS-07, GS-09 or GS-11, you must meet the Basic Requirement and the Specialized Experience or Education Substitute. Specialized Experience must be clearly evidenced and supported by your resume. Transcripts are required.

TO QUALIFY FOR GS-07:
Specialized Experience: One year of specialized experience which includes 1) data entry; 2) report production; and 3) field data collection or analysis for at least one of the following fields: biological sciences, environmental sciences, ecology, oceanography, botany or other directly related field. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
OR
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Geography, Biology, Ecology, Geology, and Oceanography.
OR
Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

TO QUALIFY FOR GS-09
Specialized Experience: One year of specialized experience which includes 1) report production; 2) field data collection or analysis for at least one of the following fields: biological sciences, environmental sciences, ecology, oceanography, botany, or other directly related field; and 3) evaluate trends or data analysis. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as, Geography, Biology, Ecology, Geology, and Oceanography.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

TO QUALIFY FOR GS-11
Specialized Experience: One year of specialized experience which includes 1) data collection or analysis for at least one of the following fields: biological sciences, environmental sciences, ecology, oceanography, botany, or other directly related field, 2) team coordination, and 3) report production. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as, Geography, Biology, Ecology, Geology, and Oceanography.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

TO QUALIFY FOR GS-12
Specialized Experience: One year of specialized experience which includes 1) data collection or analysis for at least one of the following fields: biological sciences, environmental sciences, ecology, oceanography, botany, or other directly related field, 2) team coordination, and 3) report production, and 4) acting as representative of the office or agency. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

In addition to meeting the requirement above, to qualify for this position you must also meet the basic qualification requirements listed below:

Basic Requirement for Geographer:

A. Degree: Bachelor's degree (or higher degree) in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.
OR
B. Combination of Education and Experience: Courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education.

Education

Basic Requirement for Biologist:
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

Basic Requirement for Ecologist:
Degree: Bachelor's degree (or higher degree) in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.

Basic Requirement for Oceanographer:
A. Degree: Bachelor's degree (or higher degree) with a major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences. Applicants who qualify on the basis of major study in biology or geology must have had at least 6 semester hours in the major directly concerned with marine science or 6 semester hours in oceanography; applicants who qualify on the basis of other physical sciences or engineering must have had differential and integral calculus and at least 6 semester hours in physics.
OR
B. Combination of Education and Experience: Course work as shown in A above, plus appropriate experience or additional education.

Basic Requirement for Geologist:
A. Degree: Bachelor's degree (or higher degree) in geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography.
OR
B. Combination of Education and Experience: Course work as shown in A above, plus appropriate experience or additional education.(Note:Acceptable experience may have been gained through geological field or laboratory work that provided a means of obtaining professional knowledge of the theory and application of the principles of geology and closely related sciences, e.g., geophysics, geochemistry, or hydrology. Such work generally must have involved making close observations, taking samples, handling various types of instruments and equipment, assembling geologic data from source materials, and analyzing and reporting findings orally and in writing. In some situations, professional scientific experience in other fields may be accepted in part as professional geological experience. Such experience must have been preceded by appropriate education in geology or by professional geological experience, and must have contributed directly and significantly to the applicant's professional geological competence. To receive credit for geological experience obtained in positions that are not full-time professional geological positions, the applicant is responsible for indicating clearly the actual time or percentage of time devoted to geologic duties within such positions, and for giving adequate descriptions of the geologic functions.)
