The Portfolio Manager is responsible for serving as the Contract Officer Representative (COR) for directorate contracts; maintaining oversight of contracts and acquisitions for the directorate; development of and execution of the directorate’s acquisition strategy; and development, analysis, and management of the directorate’s acquisitions budget allocations.Specifically, the incumbent:

  • Administers a complex portfolio of contracts of varying technical scope and contract types, including IDIQ, time and materials, firm-fixed price, and cost-plus fixed-fee.
  • Oversees service delivery, monitors contractor performance and compliance with agency and Federal requirements and assists the contracting officer.
  • Performs contract financial management including monitoring planned versus actual costs, reviewing, and approving monthly financial reports and invoices, reviewing cost estimates, reconciling obligations and expenditures, and working with the Contractor to address any issues pertaining to cost such as cost overruns or invoice discrepancies.
  • Leads annual acquisition activities in support of TIP’s initiatives including developing and executing acquisition strategies, developing solicitations and statements of work, and managing the full acquisition process.
  • Plans and manages a large, complex portfolio of directorate projects and/or contracts while working with internal and external stakeholders at all levels
  • Provides program and project management support for programs and projects. 
  • Develops and maintains effective working relationships with program stakeholders by continually anticipating and assessing their current and future needs, and amicably resolving competing or conflicting interests.
  • Oversees the development, analysis, and management of TIP’s acquisition budget. Develops budget estimates for new initiatives and recommends the allocation of resources based on proposed costs and expenses. Analyzes the impacts of budgetary guidance. 
  • Works collaboratively with directorate staff to structure appropriate work processes and standardize procedures to support continuous improvement of operations.
  • To support NSF’s Small Business Goals, the employee works with the Foundation’s Office of Small, Disadvantaged, Business Utilization (OSDBU) to actively assist the agency in meeting its Small Business goals and ensure the directorate’s acquisitions are appropriately reported to the NSF OSDBU.

Qualifications

To qualify at the GS-14 level, you must possess at least one year of specialized experience equivalent to the GS-13 level in federal service managing a portfolio of projects or programs. Examples of experience includes: performing contract oversight functions, and administering contracts; developing and overseeing an organizational budget, and analyzing financial information;  evaluating operational processes/procedures and recommending solutions to improve efficiency and effectiveness; and performing strategic planning functions for an organization.

In addition to meeting the specialized experience requirement described above, all candidates must meet the following selective factor. 

Selective Factor:  I possess a current FAC-COR Level II certification or, have completed the FAC-COR Level II (40-hour) training course, and possess one year of experience in order to be certified. One year of relevant experience would include the following: Performing market research, writing statements of work or statements of objectives, drafting independent government cost estimates, reviewing contract deliverables, participating as a subject matter expert on a technical evaluation team.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level. Candidates must submit verification of a current FAC-COR Level II certification or, documentation indicating completion of the FAC-COR Level II (40-hour) training course, plus possession of relevant experience.
