This vacancy is for an Administrative Specialist. This position is located in the International Trade Administration, Global Markets/China business unit in Washington, D.C. Global Markets is organized into five distinct but complementary Deputy Assistant Secretary (DAS) offices: Africa and Middle East, Asia, China, Europe, and Western Hemisphere. The incumbent will assist office staff in coordinating and managing administrative operations in the Office of the DAS.

Duties

Help

As a Administrative Specialist, you will perform the following duties:

  • Assist office staff in coordinating and managing administrative operations in the Office of the Deputy Assistant Secretary China.
  • Maintain supervisor's electronic calendars by planning and scheduling appointments and meetings based on their priorities and workload.
  • Make travel arrangements and prepares documentations for domestic and foreign travel for office staff, including e-country clearance, passports, and visas.
  • Conduct review of all incoming correspondences, determining appropriate action, review outgoing correspondence and reports for proper format, accuracy, and all coordination of facts in accordance with established agency policy and establishes and maintains files, procedures, and administrative controls.
  • Serve as a coordinator for Deputy Assistant Secretary (DAS) Tasking & Tracking and creates daily and/ or weekly updates for DAS for both outstanding and upcoming assignments.
Duties will be developmental in nature when filled below the full performance level.

This Job Opportunity Announcement may be used to fill other Administrative Specialist GS-0301-7/9 Full Performance Level (FPL) GS-11 positions within the International Trade Administration in the same geographical location with the same qualifications and specialized experience.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TO QUALIFY AT THE GS-7 LEVEL:

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-5 level in the Federal service. Specialized experience is defined as experience maintaining executive's calendar by planning and scheduling appointments and meetings based on their priorities and workload; and providing advice and guidance to a director and staff on the proper preparation and processing of correspondences, and other written material.

SUBSTITUTION OF EDUCATION: 1 full year of graduate level education or superior academic achievement.

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and specialized experience as described above to meet 100% of the qualification requirements for this position. Note: Only graduate education in excess of 1 full year is qualifying for combination of education and experience.

SUPERIOR ACADEMIC ACHIEVEMENT
Superior Academic Achievement is based on (1) class standing, (2) grade-point average, or (3) honor society membership. 1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. 2. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. 3. Election to membership in a national scholastic honor society.


TO QUALIFY AT THE GS-9 LEVEL:

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-7 level in the Federal service. Specialized experience is defined as experience maintaining calendars and meeting schedules for higher level staff; compiling information from a variety of sources to prepare reports; and collaborating on tracking incoming and outgoing correspondence and other documents.

SUBSTITUTION OF EDUCATION: Master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related.

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and specialized experience as described above to meet 100% of the qualification requirements for this position. Note: Only graduate education in excess of 1 full year is qualifying for combination of education and experience.
