As a Program Manager (Division Administrator), you will:

  • Develop and implement a broad transportation safety program in the State focusing on motor carrier issues via a measured reduction in fatalities.
  • Assure effective management of the Division's day‑to‑day operations and directs the implementation of program actions to resolve problems or controversial issues which impede the accomplishment of program objectives.
  • Provide leadership for the division for motor carrier compliance and enforcement programs such as PRISM, CDL, hazardous materials, MCSAP, ITS/CVO etc.
  • Provide leadership and direction, through subordinate program managers, to a diverse staff of Safety Specialists and support personnel who are performing safety work and grants administration.
  • Have signature authority for all funding administered by the Division under the Motor Carrier Safety Assistance Program (MCSAP), including safety and Intelligent Transportation System/Commercial Vehicle Operations program grants.

This is an ideal position for a mission focused highway safety professional. Excellent inter-personal skills are required. Some customer service/customer relations experience or a demonstrated ability to relate to all types of personalities in challenging, sometimes contentious, circumstances is essential to success.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience in leading teams, partners, and external stakeholders in achieving a safety vision, core program and regulatory compliance activities to advance commercial motor carrier vehicle, driver, and hazardous materials transportation safety.
  • Experience in conducting outreach and educational support to the motor carrier industry that promotes safety, security, compliance and economic sustainability.
