The VISN 6 Deputy Chief Logistics Officer (DCLO) maintains the logistics and supply chain management (SCM) system by providing logistics and related support services for supplies, expendable/non-expendable and capital equipment, inventory management, warehouse operations, supply processing, and distribution. The candidate may be selected at any of the listed VISN 6 facilities, must live within the commuting area (within 50 miles) and must be willing to travel to each site in VISN 6 as needed.

Duties for this position are:

The DCLO provides oversight, guidance, program management and leadership in the operations of the VISN, supported activities and all VISN facilities logistics programs.

The VISN DCLO, a network officer, is accountable to the Chief Logistics Officer, the VISN ND (SES), P&LO Chief Officer (SES), and the Executive Director OAL&C (SES) in the accomplishment of VA Logistics performance goals.

Develops acquisition strategies to include requirements determination, concept development, conduct market research, analysis of alternatives, business case development, provide technical evaluation, surveillance, and final evaluation reports.

Manage and oversee delegated purchasing authority within the purchase card program for all clinical supply and equipment items.

Manage and oversee the delegated ordering authority within the ordering officer program.

Keep local/national vendors and suppliers informed of VHA logistics programs and business opportunities.

Participate in local and regional health care logistics groups and seeking out best practices in the local private sector healthcare logistics community.

Monitors data systems for accuracy and integrity to ensure the data supporting management controls is correct and the improvements in cost, effectiveness and quality are accurately captured.

Identifies opportunities for performance improvement and establishes stretch goals as appropriate to achieve continuous improvement.

Establishes multi-years plans and performance goals for the VISN and SCM/logistics organizational components.

Leads/directs continuous improvement initiatives using tools such as six sigma, lean, and theory of constraint management.

Provide SCM/logistics education and training opportunities for both logistics staff and those performing SCM/logistics functions outside of logistics.

Supervises program functions including:
- compliance with applicable laws, VA rules and regulations, directives and procedures throughout the VISN;
- assuring that VISN logistics operations are consistent with VISN requirements and mission;
- provision of satisfactory levels of service by subordinate units;
- requirements definition; inventory management and accountability of supplies and equipment;
- property/equipment utilization and control of materiel, including disposition and disposal;
- storage, distribution, and warehousing;
- SPD functions related to supply management, including ordering, receiving, distribution and inventory management;
- mailroom and reproduction.

The incumbent also serves as the primary VISN point of contact with industry, provides ongoing coordination with procurement activities supporting the VISN (including coordination with the VA OAL&C, National Acquisition Center, Strategic Acquisition Center, VHA P&LO, RPO-East, and NCO6.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/13/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience a as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: serving as a senior supply chain management leader/supervisor, responsible for ensuring the logistical requirements of an organization are met; planning/coordinating and evaluating various operations to ensure the effectiveness and efficiency of a logistics program. Areas of knowledge and skill should include acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations; experience with budget formulation and forecasting of expenditures. At this level, candidates should possess experience in overseeing and managing a large group with a variety of occupations and subordinate supervisors.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The Deputy CLO is required to participate on Facility Level Quality Control Reviews (QCR's) and external auditor site visits. These reviews include review work areas including warehouse, supply areas that require personal protective equipment such as OR and lab, and equipment disposition areas that involve removal of hazardous waste. This may require long periods of standing, walking, and/or maneuvering around moving or otherwise hazardous equipment such as forklifts, pallet jacks, and cart washers. Between periods of inspection, the Deputy VISN CLO is required to ensure maintenance of safe environments in all supported Medical Center Logistics Departments through continuous review of work areas and work practices.

As members of Construction IPTs and leaders of construction activation teams, VISN Deputy CLO will often be required to participate in construction site visits which may involve long periods of standing, walking over rough, uneven, or rocky surfaces, and may require the use of protective clothing.

The VISN Deputy CLO will also be required to participate in or conduct intensive negotiations for 4 hours or longer without rest periods. This may occur in conjunction with the Contracting Officer for contract negotiations, or in budget negotiation meetings.
