Duties

Help
  • Conduct reviews that emphasize the broad aspects of financial/operational management such as budget formulation and execution, procurement policies, determinations of inventory requirements, maintenance of payrolls and distribution of labor costs.
  • Plan, direct, and execute the complete range of audit life cycle activities of financial or performance audits.
  • Prepare project documentation, findings, recommendations, and all other elements of the draft and final report in accordance with federal regulations such as GAGAS, CIGIE, DISA-OIG policies and procedures and other audit guidance as required.
  • Coordinate work with Agency management to plan, execute, and report the results of audits.
  • Develop methods to isolate and identify conditions affecting mission capability, susceptibility to fraud, and the potential for increased efficiency.

Qualifications

Basic Education Standards for positions in the 0511 series:

Failure to provide transcripts, or a determination that you do not possess the education requirement, will result in objection to your qualifications, and removal from consideration in accordance with competitive examining procedures.

To qualify for this position you must meet one of the basic requirements described below:

(1) Bachelor's degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

(2) A Combination of education and experience:
at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following: Twenty-four (24) semester hours in accounting or auditing courses of appropriate type and quality (This can include up to 6 hours of business law), OR a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination.

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application. Specialized Experience:

For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service.

Specialized Experience is defined as experience conducting financial or performance audits in order to detect deficiencies, report findings and to provide recommendations for corrective action.

Candidates must describe how their experience meets the specialized experience requirement within the body of their resume.

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Applicants must describe how their experience meets the competencies within the body of the resume. No separate statements addressing competencies are required.

Education

There is no substitution of education for specialized experience at the GS-12 grade level.

  • This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense.

  • This is a Financial Management Level 2 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification Program.
  • This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.
