Major Duties:

As a Contract Specialist, you will serve as the point of contact and business authority for both financial assistance and contract issues. You will perform post award administration and provide interpretation of grant and contract provisions for the contractor/grantee and program officials.

Your major duties and responsibilities may include:

  • Developing strategic plans with program officials to provide financial assistance management and contract management support effectively and efficiently.
  • Reviewing requests for procurement and communicating with program personnel to assure all information is clearly set forth in the request.
  • Analyzing the requirements and recommend the acquisition method most appropriate to meet the program objectives and policy/regulatory requirements.
  • Performing cost/price analysis, including reviewing cost breakdowns to determine reasonableness and conformance to applicable regulations, directives, or policies.
  • Preparing contract award document and all necessary contract file documentation for contract awards.

QUALIFICATION REQUIREMENTS:

OPM INDIVIDUAL OCCUPATIONAL REQUIREMENTS FOR CONTRACTING SERIES, 1102:
To qualify for this GS-1102 position, you must meet all of the following requirements and provide all required supporting documentation by the closing date of the announcement.

You must provide a copy of your unofficial transcripts that verify that you meet this education requirement by the closing date of this announcement. A copy of a diploma is not acceptable as verification.

A. Have completed a 4-year course of study leading to a bachelor's degree in any field.

OR

B. Have completed at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR

C. Have been employed in a Federal, civilian GS-1102 position on January 1, 2000 and have been continuously employed in the Federal service through the present date. If qualifying based on this option, you MUST provide and submit with your application an SF-50 that verifies you meet this criteria by the closing date of this announcement.


MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

GS-09: In addition to the OPM Education requirements above, to qualify for this position at the GS-9 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-7 level in the federal service.

Examples of minimum qualifying specialized experience equal to the GS-7 level include performing the following types of tasks on a regular and recurring basis:

  • Procuring supplies or services primarily through formal advertising, or through limited use of negotiation techniques; AND
  • Maintaining procurement document files and logs, ensuring that they are complete and comply with regulations, policy and procedures.
OR
Have successfully completed the requirements for a Master's or equivalent graduate in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR
Have at least 2 full years of progressively higher level graduate education leading to such a degree which is related to the work of the position (see the degree fields above)

OR
Have an LL.B. or J.D., which is related to the work of the position (see the degree fields above)

OR
Have a combination of related graduate education and minimum qualifying specialized experience that meets 100% of the qualification requirements.


GS-11: In addition to the OPM Education requirements above, to qualify for this position at the GS-11 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-9 level in the federal service.

Examples of minimum qualifying specialized experience equal to the GS-9 level include performing the following types of tasks on a regular and recurring basis:
  • Evaluating bids or proposals for compliance with specifications or purchase descriptions and applicable clauses; AND
  • Procuring supplies or services through formal advertising, or through limited use of negotiation techniques.
OR
Have successfully completed the requirements for a Ph.D. or equivalent doctoral degree in a related field.

OR
Have at least 3 full academic years of progressively higher level graduate education leading to such a degree, which is related to the work of the position.

OR
Have a combination of related graduate education and minimum qualifying specialized experience that meets 100% of the qualification requirements.


Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

  • ACQUISITION PLANNING - Develops and guides program management through a comprehensive plan for fulfilling acquisition needs in a timely manner and at a reasonable cost in accordance with Federal and Departmental regulations, policies and procedures.
  • PROJECT MANAGEMENT - Knowledge of the principles, methods, or tools for developing scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.

Education

This position has an education requirement. You must submit a copy of your transcripts (or a list of your courses including titles, credit hours completed and grades) to document that you have met the education requirement.
