Duties

Help

SBE Sciences support basic research on people and society with a focus on human behavior and social organizations and how social, economic, political, cultural, and environmental forces affect the lives of people from birth to old age and how people in turn shape those forces. This announcement will fill multiple vacancies for Program Analyst positions in the Divisions of SBE which include: Office of the Assistant Director (OAD), Behavioral and Cognitive Sciences (BCS), the National Center for Science and Engineering Statistics (NCSES), and the Division of Social and Economic Sciences (SES).

Program Analysts apply analytical techniques and information management skills to capture, assemble, and disseminate data for assigned projects; conduct data and other analyses; prepare, evaluate, and coordinate activities related to merit review process and internal studies; and provide advice to management on business operations. Duties may include but are not limited to:

Financial Resources Management

  • Identifies and advises Division management of the resources required to provide administrative support including funding, staffing, and equipment for assigned projects;
  • Administers assigned budget operations by performing continuous analysis of organizational use of allocated funds;
  • Identifies and advises Division management on financial matters;
  • Ensures adherence to financial management regulations.
  • Assist in developing acquisition strategies, including determination of contract method/type.
  • Perform source selections, cost or price analysis, and preparation of related documentation in accordance with directives and policies.

Business Process Management

  • Works with other team members or project specialists to maintain or restructure work processes, standardize procedures, and manage changes for the Division;
  • Evaluates the effectiveness of administrative procedures and the consistency of their contributions to the accomplishment of organizational and program goals and objectives;
  • Recommends changes to meet short and long-term strategic plans and objectives.

Project Management

  • Prepares for SBE Advisory Committee (AC) and Committee of Visitors (COV) meetings by producing press releases, featured articles and material describing advances in the research supported, and serves as a liaison with other programs in NSF, other Federal agencies, and organizations.
  • Plans, develop, coordinates, organizes, implements, communicates, and tracks project plans, guidelines, budgets, procedures and timetables;
  • Performs management studies to evaluate and measure the progress and success of projects and recommends ways to improve the effectiveness and efficiency of cross-directorate programs and activities;
  • Participates in management meetings on modifying or initiating programs or projects.
  • Conducts administrative program reviews, cross directorate administrative activities, and organizational studies to determine appropriateness or to make recommendations impacting the efficiency of operations.

Data Analysis

  • Develops models, forecasts, and visualization based on generally accepted statistical methods to demonstrate the patterns identified and highlight indicators, using Excel and more advanced software packages as needed;
  • Develops analytical approaches and analyzes data sets consisting of qualitative, quantitative, structured, and unstructured data types using advanced techniques to identify findings relevant to decision needs and performs research to ensure study results are properly interpreted and documented.
  • Designs and undertakes data gathering, comprehensive data analysis, and initiatives to identify inefficiencies, cross-cutting issues, and risk indicators.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade/equivalent.

Qualifications

To qualify at the GS-11 level, you must have one year of specialized experience equivalent to the GS-09 level. Examples of specialized experience may include: using quantitative and qualitative analytical techniques to evaluate the effectiveness of administrative procedures; engaging in on-going analysis of financial matters to determine resources required and ensuring that regulations concerning financial management are adhered to; applying various analytical techniques to data management systems in order to identify patterns and trends; performing management studies to evaluate and measure the progress and success of projects assigned and to identify and recommend ways to improve the effectiveness and efficiency of programs and activities. OR

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, may be substituted for the specialized experience. OR

Combining Education and Experience: Combinations of successfully completed graduate education in excess of one year and experience may be used to meet total qualification requirements and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify.

To qualify at the GS-12 level, you must have one year of specialized experience equivalent to the GS-11 level. Examples of this experience include: planning, scheduling, budgeting and conducting projects and studies to assess the effectiveness and efficiency of program operations; establishing criteria to measure and/or predict the attainment of program or organizational goals and objectives; making sound recommendations on financial and budget matters while also providing or obtaining a variety of budget or financial services.

Education

Education may be substituted for experience as described in “Qualifications" for the GS-11 level. If qualifying based on education, you must submit TRANSCRIPTS (unofficial copies are acceptable) or a DIPLOMA that verifies that the requirement is met.

There is no substitution of education for specialized experience at the GS-12 level.
