Duties

Help
  • You will be the U.S. National/Naval Ice Center data ingestion and web product dissemination technical expert for ice operation related activities.
  • You will be operating and developing the complex data flow systems, feeding the source data into the USNIC Satellite Image Processing and Analysis System (SIPAS).
  • You will be processing near real-time NOAA and DoD digital environmental satellite data, atmospheric oceanographic and sea ice numerical model data as required for ice analysis and forecasting.
  • You will be evaluating technological developments as they relate to dataflow, data ingest, satellite image processing and digital product dissemination.
  • You will research to improve dataflow, data ingest, data dissemination, graphical user interface (GUI) functionality and the design and coordination SIPAS support applications for system maintenance and for programming support.

  • This position may require occasional evening, weekend and holiday working hours.

Qualifications

Must have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

  1. Attention to Detail - Running a Myriad of complex application systems and software applications.
  2. Customer Service - Transmits critical ice analyses and forecasts to the web server and directly to U.S. Naval Ice Center (USNIC) customers as needed.
  3. Oral Communication - Provides organizations with global, regional and tactical-scale ice analyses and forecasts.
  4. Problem Solving - Necessary research to improve data flow, data ingest, data dissemination, graphical user interface (GUI) functionality and design of Satellite Image Processing and Analysis System (SIPAS).

In addition to experience demonstrating the four competencies above, resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience applying script programming languages such as or similar to: (Perl and Python) or Object-oriented programming languages such as or similar to: (C++ and VB.Net) required in the data ingest, web applications development and script development.
  • Experience interacting with analysts, system users, computer scientists and contractors in related fields and applies web development synchronization skills to improve the utility, usability and stability of operational systems.
  • Experience Investigating and analyzing application synchronization to resolve specific problems related to dataflow, web developments, and code bug fixes.
  • Experience researching methods to improve code in dataflow and data ingest time to help improve operational performance and reduce complexity.
  • Experience working with ArcGIS applications and required conversance with Python, ArcGIS databases.
