Help

Duties include, but are not limited to:

  • Manage grants and parent databases; balance budgeted grant allocations and study subaccounts with multiple appropriation fund control points to parent databases with multiple purchase orders and related adjustments.
  • Responsible for posting, maintaining, and creating accounts payable (A/P), accounts receivable (AIR) and acquisition aging reports, with multiple data and fund control points, utilized by multiple study programs and services for the Research Budget Subcommittee (RBS).
  • Utilize federal compliance measures, while composing complex contract transactions and peripheral grant-based communications on career development awards (CDA), research career scientist (RCS), and Merit Review grants, as well as tertiary affiliate sub awards.
  • Ensure invoice validation compliance prior to invoice certification.
  • Receive requests for contract services and prepares the contracts in accordance with VA specifications within budget guidelines.
  • Track the procedure of contract procurement in the VA system.
  • Respond to inquiries concerning policies and procedures related to contracting procedures and status.
  • Monitor the status of existing contracts for renewal or extension.
  • Maintain the organization's procurement/purchasing records and reports.
  • Responsible for overseeing the continuous inventory process and for reviewing and overseeing detailed information needed to process requests for equipment, supplies, animals...etc
  • Create, extend, and modify Interpersonal Agreements (IPA) and reviews invoices for Certification for Payment and travel for request for Pl's and staff.
  • Provide recommendations and reports to the Research Budget Subcommittee (RBS) for issues such as equipment request, Bridge Funding, salary dollars.
  • Responsible for aiding with timekeeping in the VA Time and Attendance System (VATAS) for the Research Office and backs up other departures in the Research Service.
  • Responsible for assisting with the submission of ePAS requests to obtain VA computer access for Research Service employees and approved WOC employees.
  • Other duties as assigned
Work Schedule: Monday-Friday 08:00 a.m.-04:30 p.m.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/27/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Maintain and balance grant study sub-accounts with control point appropriations
  • Prepare, post, maintain and create accounts payable, accounts receivable, and acquisition aging reports containing multiple data and fund control points
  • Manage and analyze complex acquisitions, contracts, and salaries
  • Generate billing expenditures for limited administrative charges and clinical charges
  • Prepare and manage multiple complex acquisitions according to policy

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
