Summary

This position in located in the Office of Hospital Administrative Services (OHAS) with the Office of the Executive Officer. OHAS is responsible for overseeing a variety of programs that provide Clinical-wide services to the NIH, Clinical Center and to its staff. These programs include emergency management which is responsible for managing and coordinating the operational and administrative functions and activities for a comprehensive emergency management program in the Clinical Center.

Duties

Help
  • Evaluating emergency preparedness for the Clinical Center and determining necessary activities and practices for compliance and emergency readiness.
  • Establishing measurement strategies that use data and information to analyze and document process functions and Clinical Center performance.
  • Analyzing and evaluating, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives; and analyzing and integrating program financial, technical, and other information.
  • Analyzing organizational priorities and providing a wide range of liaison services to support program and/or administrative functions, including the development and implementation of policies and procedures.
  • Defining goals to be met on major program issues, recommending a course of action, and implementing the course of action chosen for various administrative areas of the organization.
  • Developing detailed plans, goals, and objectives for the long-range implementation, administration and change of the assigned program, and developing criteria for evaluating the effectiveness of the program.
  • Serving as an expert program analyst and providing assistance in one or more of the following areas: policy analysis, program oversight, evaluation activities, strategic planning, and research coordination.

Qualifications

You qualify at the GS-13 level, if you meet one of the following qualification requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: evaluating emergency preparedness and determining necessary activities and practices for compliance and emergency readiness; employing advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency and productivity of organizational programs, and interpreting findings resulting from studies; leading studies and analyses to evaluate effectiveness of policies and procedures related to the management and administration of financial and budgeting operations; establishing study methods and techniques to be utilized in complex studies and audits; and developing study objectives related to program operations, and recommending and implementing operations solutions to senior management.

  • 4. Skill in advising senior management on emergency management program activities and operations.
