Help

You will be responsible for the day-to-day operation of NIST radio station WWVH, and work to develop plans for station maintenance, with the goal of improve the station's operation, performance, and reliability. This responsibility includes the operation of four radio transmission systems (2.5, 5, 10, and 15 MHz) that are expected to be on the air 99.7% of the time in accordance with the NIST quality system.

You will supervise one or more electronic technicians, will design and fabricate circuits and systems as necessary to improve station operation, will troubleshoot and correct problems in station subsystems whenever necessary to maintain reliability, will identify needs and propose plans to ensure effective operations of the station under emergency conditions, will maintain a safe and secure environment for all staff members, and will ensure that the frequency and time signals disseminated by WWVH are within their published performance specifications.

You will communicate regularly and effectively with the NIST Time and Frequency division in Boulder, supplying reports and other information as necessary, and will also communicate regularly and effectively with listeners and users of the WWVH broadcasts.

Whenever necessary, you will be required to work outside of normal hours to attend to station problems and keep the broadcasts continuously on the air.

Qualifications

Basic Requirements:

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of education and experience- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) 2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

Applicants who have passed the EIT examination and have completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college of university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET) may be rated eligible for certain engineering positions at GS-5. Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program. Applicants for positions that involve highly technical research, development, or similar functions requiring an advanced level of competence in basic science must meet the basic requirements in paragraph A.

Because of the diversity in kind and quality of BET programs, graduates of other BET programs are required to complete at least 1 year of additional education or highly technical work experience of such nature as to provide reasonable assurance of the possession of the knowledge, skills, and abilities required for professional engineering competence. The adequacy of this background must be demonstrated by passing the EIT examination.

Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

NOTE: An applicant who meets the basic requirements as specified in A or B above may qualify for positions in any branch of engineering unless selective factors indicate otherwise, or unless he/she qualifies under the provisions of B.2 related to the EIT examination or BET degree.

In addition to the basic requirements for an Electronics Engineer, applicants must meet the following Specialized Experience:

For ZP-III:
Applicants must also have 1 year (52 weeks) of specialized experience equivalent to at least the GS-9 (ZP-II at NIST) level. Specialized experience is defined as experience in the testing, operation, and maintenance of a broadcast radio station, which may include experience with radio transmitters, transmission lines, impedance matching circuits, antenna systems, and electronic instrumentation and test equipment.

OR

3 years of progressively higher level graduate education leading to a Ph.D. degree

OR

Ph.D. or equivalent doctoral degree

OR

A combination of graduate education and specialized experience as defined in the additional requirements.

For ZP-IV: Applicants must also have 1 year (52 weeks) of specialized experience equivalent to at least the GS-12 (ZP-III at NIST) level. Specialized experience is defined as strong technical leadership and team management skills to operate a broadcast radio station, which includes in-depth knowledge and experience with engineering designs, broadcast formats and regulations, industry standards, as well as supervisory and communications experience.


Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
