AFIT is a federal institution located at Wright-Patterson Air Force Base (WPAFB) approximately 10 miles east of the city of Dayton, OH. The Institute provides defense-focused, graduate education primarily for the U.S. Air Force and the Department of Defense. AFIT enrolls military officers from the Air Force, as well as officers from the other armed services, enlisted personnel, international officers, and Department of Defense and traditional civilian students. The Graduate School is a Carnegie-classified High Research Activity doctoral institution with 25 MS degree programs, 13 PhD programs, and 19 certificate programs in engineering, applied science, mathematics, and management; 7 programs are accredited by ABET at the advanced level. The Graduate School provides its students with several significant advantages, including a more personalized educational experience, academic programs with a defense-related focus, and research on high-priority defense problems. The Graduate School maintains a very strong applied-research focus through its seven multi-disciplinary research centers, collaborations with research entities located on WPAFB and throughout the defense establishment and through robust cooperation and interaction in graduate engineering disciplines with other area universities through the Strategic Ohio Council for Higher Education. *This is an academic administration and leadership position. Renewal of the 5-year contract is based upon performance and approval of the Chancellor and may be considered after the initial 5-year appointment period.

The primary purpose for this position is to performs managerial and administrative duties in the Graduate School of Engineering and Management in the Air Force Institute of Technology.

  • The Dean is the senior academic and administrative officer of the Graduate School of Engineering and Management. The incumbent is responsible to the faculty, the Chancellor, and the Chief Academic Officer for effective leadership in the development and operation of the school's academic programs and the direction of the school's management and support structure.
  • As a senior officer of the Institute, the Dean, working with the Chancellor and other executive leaders, also has Institute-wide academic and administrative responsibilities in fulfillment of the total AFIT mission.
  • Academic leadership and direction for the faculty of the school in the identification, planning, and operation of all instruction and research programs.
  • Executive and managerial direction and operational control of the administrative structure of the school including all support personnel and physical facilities.
  • Leadership in faculty recruiting, development, retention, promotion, performance evaluation, and merit recognition. Recommends all faculty actions to the Chief Academic Officer.
  • Maintenance and development of contacts and partnerships with appropriate universities, research institutions, and funding organizations relevant to the school's engineering and management disciplines. Knowledgeable in current and projected professional trends and requirements with particular emphasis on accreditation.
  • Represents AFIT to the national and international engineering and management communities. Conducts professional research and provides information on the state of the professional community.
  • Development and maintenance of contacts within the Department of the Air Force (DAF), Department of Defense (DoD), Intelligence Community (IC) and related industry to understand current technological and associated personnel requirements. Develops and recommends school and Institute initiatives to satisfy AFIT's leadership responsibilities consistent with its mission.
  • Participates in appropriate Institute senior management and faculty governance activities.
  • The Dean is responsible for creating and maintaining a productive academic environment for students, staff, and faculty and securing the support of the Institute in accomplishing the goals of the Graduate School. The incumbent executes the duties through Department Heads, Associate Deans, and Directors.
  • In addition to the academic mission, the Dean is responsible for the effective support of the research programs by ensuring staff support of those activities.
  • The Dean interacts with individuals in a wide variety of settings: internal/external, military/civilian, local/state/federal, and academic/political in both formal and ad hoc situations.
  • Assignments involve efforts to develop, implement, maintain, and improve academic and research programs based on current or emerging requirements in the DoD.

  • This civilian faculty duty period is normally 12 months.

  • This is a drug testing designated position. The incumbent is subject to random drug testing for drug use.
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
  • Shift work and emergency overtime may be required.
  • Employee must maintain current certifications.
  • Selectee may be subject to serve a one-year trial period and/or one-year supervisory probationary period.
  • Candidates are not required to have active-duty service or veterans' preference to be referred and considered. All qualified candidates who meet the recruitment assessment criteria will be referred to the selecting official.
  • The selected candidate will be subject to a security investigation leading to successful completion of a background investigation with a favorable adjudication. The selectee's failure to meet this requirement will be grounds for termination.
  • Travel by military or commercial transportation to gather ideas for improving the curriculum, establish research contacts and agreements, conduct research, and present results of research may be required.
  • Initial appointment is under Schedule A appointing authority, Excepted Appointment Not-to-Exceed 5 years.
  • At the time of the expiration of the initial appointment an employee who adequately demonstrates professional competence can be extended in increments up to 5 years.
  • An initial appointment can be allowed to expire for an employee who does not adequately demonstrate professional competence.
  • The appointment cannot be converted to a permanent tenure in the competitive service.
  • Current Federal employees on a permanent or indefinite appointment may be required to have a minimum of 3-day break in service if selected.
  • This job is being filled by an alternative hiring process and is not in the competitive civil service. This is an Administratively Determined position in the excepted service.

Qualifications
Qualified applicants must have academic experience commensurate with the rank of Professor. Qualified candidates will have an earned doctorate in engineering, management, mathematics, physical sciences, or a closely related field; exhibit a strong research publication record, extensive experience with externally funded research, and sound academic and professional leadership abilities.

Incumbent must have outstanding professional competence and be a nationally recognized academic or professional leader with experiences sufficient for academic appointment as a full Professor in one of the school's departments.

Must demonstrate initiative and originality in formulating educational policies and procedures where none exists and must have the ability to apply sound judgment in developing new programs relevant to DAF and national educational needs within the context of AFIT's capabilities and limitations.

The ability to communicate clearly and expertly (in English) in both verbal and written forms concerning academic, administrative, and technical subject matters.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025.
