The Administrative Officer (AO) provides consultative and administrative support to the Health Informatics & Analytics section and Chief Health Informatics Officer (CHIO).

Incumbent serves as a principal advisor to the Chief Health Informatics Officer (CHIO). The AO participates in the overall administrative, operational management, decision-making, policy development, and resource allocation and utilization for the service. Incumbent provides administrative and analytical expertise and works independently and closely on a day-to-day basis with the CHIO in planning, identifying, resolving, and implementing complex management programs and policies related to the operation of the Health Informatics & Analytics section.

Health Informatics is a discipline at the intersection of information science, health care, and computer science that designs and delivers information to improve clinical care, individual and public health care, and biomedical research. Health Informatics optimizes the usability, acquisition, and processing of health-related information, using resources and tools that include people and processes; information and knowledge; algorithms and data; hardware and software.

Other duties and responsibilities include but not limited to:

  • Primary liaison between Human Resources and Health Informatics & Analytics.
  • Provides support for issues related to patient care, strategic planning, organizational culture, staffing, contracting, budgetary activities, education, and training.
  • Provides advice and guidance to the Medical Center staff concerning difficult or unusual health system concerns including productivity, effectiveness, and efficiency issues and responsibility for creation and implementation of performance improvement efforts to resolve identified deficient areas.
  • Provides guidance to internal and external customers and analyzing a wide variety of problems and recommending appropriate solutions, including originating new and improved applications.
  • Supports the responsibilities of the CHIO, Medical Center Director, and Health Informatics & Analytics employees by coordinating and directing a range of operational matters dealing with planning, congressional issues, Veterans, and their families, and overseeing and coordinating service networks initiatives with VISN offices.
  • Work is accomplished on a daily basis with participation in management decisions, discussions, and negotiations with staff and other stakeholders.
  • Primary Contracting Officer Representative (COR) for Informatics equipment, supply, and service procurements.
  • Responsible for HR requests to LEAF, MSS, HRSmart (or current HR software) and any other duties related to supporting the CHIO in HR staffing.
  • Responsible for 4CAST and any other compliances required for the Health Informatics & Analytics section in support of facility strategic planning efforts.
  • Scribes for the Integrated Informatics Committee (IIC) managing the agenda and minutes.
  • Provides administrative staff support in short and long-range planning efforts.
  • Acts as a resource to supervisory staff for report development, data collection, processes, and presentation requirements.
  • Formulates and submits a budget plan; tracks, trends, present, and analyzes budget data; and oversees position management.
  • Coordinates the preparation of business travel requests.
  • Performs timekeeping functions.
  • Purchase Card Holder.
  • Submits equipment and supply requests
  • Performs Automated Data Processing Application Coordinator (ADPCS) duties.
  • Uses Microsoft Office to execute office automation functions.
  • Performs other duties as assigned.
The incumbent is supervised by the CHIO, or supervisory delegate, who established overall objectives of the work based on the priorities of the service, facility, and VISN. Serves under general supervision, but receives guidance concerning overall objectives, resource limitations, and mutually acceptable plans. The supervisor or senior staff member provides information on related work being performed that would influence projects, and furnishes general instructions as to the scope, objectives, priorities, and limitations for which responsible.


Work Schedule: Monday-Friday 7:30 am - 4:00 pm, however, incumbent has 24/7 accountability and must be able to meet the needs of the service.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/24/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Interpreting administrative policies, developing and implementing local policies, defining administrative requirements and providing advice on related issues; applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations (i.e., internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate line or program operations); assisting with human resources functions to include recruitment, position classification, performance, training, etc.; preparing letters, reports and presentations; retaining procurement records and reconciliation; creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); accurately preparing timecards for submission and processing. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related.
OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have 6 months of specialized experience equivalent to GS-7 and 1 1/2 years of creditable graduate level education.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirement:
The work is primarily sedentary, although some light physical effort may be required including walking, bending, standing, or carrying may be required. There is extensive use of a computer and phone. The position may be stressful due to the scope of the position and the complexity of the section.
