Duties

Help

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.

As a Public Affairs Specialist, you will:

  • Coordinate and oversee special events, ceremonies, press conferences, media briefings and meetings with private sector groups, and volunteer organizations, and other Federal, State, and local government agencies to develop interest in the BEP's products and activities.
  • Engage in studies and/or analysis aimed at substantial improvements, cost savings, customer needs assessments and overall management effectiveness, all of which are conducted in a relatively short timeframe.
  • Develop and execute communication plans by considering such items as: the most effective media to use in communicating with target audiences, the appropriate messages to target audiences, and other considerations for effective communication to positively affect target group behavior.
  • Prepare and create education/informational materials to dissemination to internal and external audiences.
  • Coordinate and oversee all public relations, staging and fiscal responsibilities as they relate to the coordination of special and public projects as agreed to with the Manager, External Affairs Division-WCF.

SUITABILITY, CLEARANCE & REQUIREMENTS: A background investigation will be required for all new hires. Appointment will be subject to the applicant's successful completion of a background investigation and favorable adjudication. The background investigation process conducted by the Bureau of Engraving and Printing is very thorough. Qualifications

You must meet the following requirements by the closing date of this announcement.

GS-12: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience includes:

  • Developing written and oral information for public consumption and delivering that information using web and/or mobile media-based internet technology; AND
  • Evaluating the impact and effectiveness of communication plans; AND
  • Advising management on improvements for dissemination of information; AND
  • Maintaining effective working relationships with representatives of the media and interested parties; AND
  • Independently planning and promoting programs by coordinating participation at conferences, expos, seminars, workshops, forums, and panel discussions, with the purpose of educating the public and internal workforce on product and mission.
GS-11: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience includes:
  • Developing written and oral information for public consumption and delivering that information using web and/or mobile media-based internet technology; AND
  • Establishing and maintaining effective working relationships with representatives of the media and interested parties; AND
  • Planning and coordinating (from start to finish) special projects and/or events.
OR You may substitute education for general or specialized experience as follows:
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher-level graduate education leading to such a degree
OR
LL.M., if related.
OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

GS-09: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience includes:
  • Independently writing and editing documents for public distribution; AND
  • Establishing and maintaining mutual communications between an organization and the general public or targeted audience; AND
  • Scheduling activities, including all coordination efforts (specific time and place).
OR You may substitute education for general or specialized experience as follows:
Master's or equivalent graduate degree
OR
2 full years of progressively higher-level graduate education leading to such a degree
OR
LL.B. or J.D., if related.
OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
