Summary

This employee supports the USDA Forest Service (FS) and the Department of the Interior (DOI) as part of the Fire, Fuel, and Smoke Science Program, Rocky Mountain Research Station (RMRS).

Provides leadership to guide the planning, development, and management of the interagency LANDFIRE program, integrate science innovations into LANDFIRE production, and facilitate national efforts around strategic fire management occurring across the FS and DOI.

Help
  • Provide leadership and technical authority on aspects of the national LANDFIRE program related to vegetation, fuels, and fire ecology, coordinating with other LANDFIRE leaders in the Forest Service and Department of the Interior.
  • Provide technical leadership and guidance on incorporation of the best available science, technology, and data analysis practices into LANDFIRE data products.
  • Ensure timely delivery of high-quality data products, balancing incorporation of enhancements and improvements with an understanding of data production process requirements and the type, quality, and timing of information needed by land managers.
  • Develop and maintain relationships with experts including scientists and practitioners in fire and land management, ecology, remote sensing, and spatial analysis to maintain awareness of the latest trends and innovations.
  • Provide program oversight and accountability of production work with performance and accomplishment tracking to ensure products are relevant and applicable for federal, state, and tribal needs.
  • Develop and present briefing materials to diverse audiences

Qualifications

Basic Requirements for Natural Resources Specialist series (0401)
Successful completion of a four-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines related to the position.
OR
A combination of education and experience which includes completed courses equivalent to a major in one of the fields listed above plus appropriate experience or additional education.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.

Specialized Experience Requirements for the GS-13 level
At least one full year of specialized experience equivalent to the GS-12 grade level in the Federal service. Graduate level education alone is not qualifying for this grade level. To qualify at this grade level, your experience must reflect ALL of the following:
--Providing leadership and/or guidance of natural resource related programs with program responsibility in one or more of the following areas: vegetation ecology and succession; classification, characterization, and mapping of vegetation and fuels; methods for modeling and mapping vegetation change following disturbance events; or use of remote sensing and GIS technologies to produce datasets for fire behavior, fire danger, fire ecology, and smoke management applications; AND
--Applying remote sensing and GIS technology in natural resources management with sufficient expertise to provide leadership, direct programs of work, and adapt approaches and precedents to meet distinctive resource protection, development, and management situations; AND
--Conducting analyses and comprehensive technical reviews of literature published within the agency, other agencies, private industry, and research institutions in the development of national program guidance, mission guidance, or directives; AND
--Developing and maintaining working relationships with partners across federal and state agencies, external organizations, advocacy groups, and others to facilitate communication, resolve conflicts, and conduct effective briefings and presentations.

Additional information

This position is remote eligible. Remote work employees are expected to work at an approved remote worksite, typically the employee's residence, on a regular and continuing basis. You will be required to sign a remote work agreement and be responsible for ensuring the approved remote worksite has adequate internet service, connectivity, and other general utility costs at your own expense.
