Help

  • Coordinate program office activities with contracting activities during the assigned acquisition.
  • Inspect and monitor contract performance to determine if supply or service purchase is acceptable and in accordance with government provisions, terms and conditions.
  • Monitor contractor performance and ensures the agency receives the highest quality of services.
  • Ensures program needs are met in a timely, credible, and accountable manner while meeting statutory, federal and internal control requirements.
  • Ensures standard practices employed in the industry are applied and the means for evaluating and securing compliance with legal requirements.
  • Ensures consistency of appropriate quality requirements as they relate to the contract and validates/verifies adherence to specific requirements through test and measurement activities.
  • Monitors the products or services through their life cycle.
  • Accepts or rejects an invoice for a given task or deliverable in accordance with the Prompt Payment Act.
  • Process closeout actions required after performance is complete, including final performance reviews, final payments, and release of claims.
  • Identifies the conditions under which a COR's duties and responsibilities end for a specific contract.
  • Coordinates with the contracting office to ensure all contracts are physically and administratively closed after completion.
  • Identifies the appropriate program file completion requirements.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts.

MINIMUM QUALIFICATIONS:

Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector.

GS-05 Grade Level:

  • 3 years of general experience, 1 year of which was equivalent to at least the GS-04 level in the Federal service. Examples include: Progressively responsible experience that demonstrates the ability to analyze problems to identify significant factors; gather pertinent data and recognize solutions; plan and organize work; and communicate effectively orally and in writing. OR
  • Successful completion of a full 4 year course of study in any field leading to a bachelor's degree in an accredited college or university.
GS-07 Grade Level:
  • 1 year of specialized experience that equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of this position. This experience is related to the position and equivalent to at least the GS-05 level in the Federal service. Examples include: Providing data input from various financial, procurement, and program systems; developing tools to query procurement system data and/or prepare management reports; processing receiving reports as supporting documentation for payment; ensuring invoices properly align with delivered services and products received and accepted; setting up and maintaining a complete and accurate purchase order file; developing inspection plans and scheduling inspections; assisting in the preparation of written solicitations; and performing analysis, based on standard methodology to identify all requirements and obligations; and creating statements of work, performance work statements, statements of objectives and other related documents. OR
  • 1 full year (18 semester hours) of graduate level education in an accredited college or university. OR
  • Completion of a Bachelor's degree in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of the position with one of the following: (1) graduated with at least an overall GPA of 3.0 or higher, (2) graduated with at least a 3.5 or higher GPA in a major field or the required courses in the major field completed during the last two years of college; (3) graduated in the top third of the class; or (4) have been a member of a national scholastic honor society recognized by the Association of College Honor Societies.
GS-09 Grade Level:
  • 1 year of specialized experience that equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of this position. This experience is related to the position and equivalent to at least the GS-07 level in the Federal service. Examples include: Conducting, collecting and applying market based research to identify the sources for a supply or service; defining requirements, establishing government cost estimates, determining if supplies or services are available commercially and providing recommendations for the basis of award; developing statements of work or specification requirements; assisting in determining if a written acquisition strategy or source plan is necessary; selecting the most appropriate method of payment to minimize government overhead costs; and assisting in the preparation of unpriced orders and contracts. OR
  • Successful completion of a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL. B or J.D., if related in an accredited college or university.
GS-11 Grade Level:
  • 1 year of specialized experience that equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of this position. This experience is related to the position and equivalent to at least the GS-09 level in the Federal service. Examples include: Preforming a full range of acquisition management and procurement administrative functions to ensure regulatory compliance; serving as a technical contact for business management of an acquisition under a delegation from a contracting officer; managing procurement activities of an extensive scope and complexity; inspecting and monitoring contract performance to determine if the supply or service purchased is acceptable; and assisting with the planning and development of new acquisitions for services, supplies, and equipment in compliance with policies set forth by the Federal Acquisition Regulation. OR
  • Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in an accredited college or university.
Note: Equivalent combinations of successful completion of post-high school education and experience are qualifying for all grade levels for which both education and experience are acceptable and equals at least 100 percent.

In addition to meeting the minimum qualification requirements, applicants for this position must show possession of the following certification for the GS-09 & GS-11 grade levels:
  • A current Federal Acquisition Certification in Contracting Officer's Representative (FAC-COR) Level II.
GS-05 & GS-07 ONLY: The appointee will work to complete training and education required to become a Federal Acquisition Certification in Contracting Officer's Representative (FAC-COR), Level I in accordance with the agency's requirements within six months of employment.

The selected individual is required to obtain and maintain FAC-COR certification. If certification is not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal Service.

You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned.

This position may or may not be covered by a Bargaining Unit.
