Duties

Help

Assess all training programs and processes within the unit to identify where/how the application of technology and new teaching/learning strategies can improve quality, effectiveness, and efficiency.

Develop, validate, evaluate and update complete training products while maximizing the utility of everchanging technological capabilities.

Oversee the acquisition of required hardware and software for use in development
and delivery of innovations.

Train and assist other Learning Professionals in developing, designing, and implementing
programs/processes and learning products to improve the quality, effectiveness, and efficiency of resident and nonresident training courses.

Develop and implement projects designed to establish improved procedures and baselines for the technical training processes.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Individual Occupational Requirements for 1701 series and Group Standard for Professional & Scientific Positions.

BASIC REQUIREMENT:
Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS.

OR

Combination of education and experience: courses equivalent to a major of study in education or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS.

NOTE: The additional information identified after item 2 (combination and education) in the OPM Individual Occupational Requirement referencing Child Development positions, is not applicable to this specific Curriculum & Education Technology Specialist position.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-07 grade level. Specialized experience is experience which may have been gained while assisting with the design and development of instructional technologies and methodologies (such as Interactive Courseware and distance learning) and a variety of educational technology such as gaming, mobile learning, videography, simulations, animations, and virtual/augmented reality.

OR

EDUCATION: Master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree in education or in a subject-matter field appropriate to the position. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of the principles, concepts, and theories of instruction, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments.
  2. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from several possible alternatives.
  3. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.
  4. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments.
  5. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management.
  6. Ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
