Duties

Help
  • Advises/assists the NIH Director/other senior leaders to ensure IT/info security/info resources are managed to achieve NIH's priorities and are well planned/managed/appropriately secure/in compliance with legislation/Federal policies/guidelines.
  • Provides executive leadership and management direction for the strategic leadership and oversight on all matters related to NIH IT.
  • Develops strategic and tactical plans to implement high priority trans-NIH capabilities and approaches.
  • Oversees and designates a senior information security official to serve as the NIH Chief Information Security Officer.
  • Ensures development/implementation/maturation of a NIH-wide information security program consistent with Federal Information Security Modernization Act of 2014 (FISMA) requirements, HHS/government-wide mandates, and federal/industry best practices.
  • Manages NIH IT resources/investments through development/implementation/oversight of NIH IT policy and guidance; interpretation/implementation of laws/regulations/HHS/Office of Management and Budget (OMB), and other Federal mandates.
  • Develops/oversees IT capital planning and investment control activities; coordinates/prepares IT budget and review documents, and other related activities to promote best practices in information and IT management across NIH.
  • Represents/reports on NIH IT and information management matters to the HHS CIO, OMB, Congress, and other interested stakeholders.
  • Leads NIH activities to address requirements established under the Federal Information Technology Acquisition Reform Act of 2015 (FITARA) and retain appropriate IT related delegations of authority from the HHS CIO.
  • Establishes and executes annual and multi-year IT planning, programming, and budgeting processes.
  • Chairs or serves on NIH IT investment or governance boards to assure IT is efficiently planned/managed; Implements governance frameworks/processes to ensure critical IT decision-making at the NIH, IC, and program/project levels is strategic/cohesive.
  • Develops/maintains/implements a sound/secure/integrated technology architecture to promote interoperability and effective/efficient design and operation of all major technology capabilities, including improvements to work processes where appropriate.
  • Contributes and supports trans-NIH computational infrastructure and administrative technology capability planning in partnership with IC and administrative domain leadership.
  • Leads development of the IT strategic plan and roadmap; Ensures integration with NIH's strategic planning process and the resulting technology strategy and plans.
  • Keeps abreast of new/emerging tech/platforms/IT infrastructure providing strategic advice to OD and IC leaders on tech selection/investment; Advises on what emerging tech should be introduced/integrated to advance the NIH mission/admin capabilities.
  • Provides direction on what emerging technologies should be assimilated, integrated, and introduced within the enterprise to advance the NIH mission and administrative capabilities.
  • Assesses NIH IT workforce needs, including developing strategies and plans for meeting those needs and for specific critical workforce challenges around information security and technical skills.
  • Develops strategies for supporting diversity in the NIH IT workforce and planning workforce capacity to support new/emerging/disruptive technologies that advances the NIH mission and administrative capabilities.
  • Reviews and approves NIH acquisition strategies for IT consistent with FITARA and delegation of authorities established by the HHS CIO; Maintains and advances NIH's FITARA program to ensure delegated HHS authority.
  • Provides leadership of the NIH Section 508 program, established to respond to the legislative requirement requiring that all electronic IT developed, procured, maintained, or used by the Federal government be accessible to people with disabilities.

The NIH OD seeks candidates who have a commitment to excellence and the energy, enthusiasm, and innovative thinking necessary to lead a dynamic and diverse organization. All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs) (Mandatory):

  1. Senior-level experience in developing strategic vision/plans/roadmaps and IT policies and procedures that ensure enterprise-level compliance with federal IT requirements and regulations as well as developing and implementing governance frameworks, in support of biomedical or other scientific research.
  2. Demonstrated expertise in assessment and alignment of IT strategies, technologies, and services with current and emerging customer, collaborator, and stakeholder expectations and requirements.
  3. Expert ability to manage large complex multi-site IT resources and investments and ability to establish and execute an annual and multi-year IT planning, programming, and budgeting process.
  4. Expert ability to communicate effectively with executives representing other disciplines to infer IT requirements, expectations, and to convey IT vision, strategies, directions, and technologies to meet current and emerging requirements and expectations.
  5. Senior-level experience that demonstrates a commitment to building strong working relationships that advance diversity, equity, inclusion, and accessibility.

NIH is located in Bethesda, MD; our campus is adjacent to downtown Bethesda, MD, at the Medical Center Metro station, and close to shops, walking trails, and restaurants.

Travel and Transportation expenses may be authorized in accordance with applicable Federal Travel Regulations governing the relocation of current Federal employees and new appointees.

A one-year probationary period must be served by the individual selected if not currently or previously in the career Senior Executive Service.
