Duties

Help
  • Serve as an action officer responsible for performing research oversight and compliance reviews on cradle-to-grave contracting documentation to ensure high quality and accordance with Federal Acquisition Regulation and policy.
  • Assists in the establishment and continued development of specific contracting competencies within OPM to include emphasis on recent Federal Information Technology reforms.
  • Supports the management of the acquisition training programs for agency procurement and program office personnel.
  • Successfully supporting these efforts may require working with OPM program office personnel outside of contracting.
  • Supports additional policy relate duties and functions to ensure the successful performance of the OPO.
  • Participates in procurement management reviews, to include Contract Review Boards and Integrated Process Teams.
  • Assembles and analyzes data, prepares reports, publishes and/or briefs final studies.
  • Assists in administering systems and databases supporting acquisitions, such as SharePoint, PRISM, Federal Procurement Data System ? Next Generation (FPDS-NG), and Contractor Performance Assessment Reporting System (CPARS).

Qualifications

Basic Requirement: Candidates must meet one of the bullets listed below to satisfy the basic requirement for this position.

  • All applicants must have a 4-year course of study, from an accredited college or university, leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • Have continuously occupied a GS-1102 position at the grade 13 (or higher) in the competitive Federal service since January 1, 2000
  • Were promoted to the GS-1102-13 level without the required education level
  • Have extensive experience in conducting or overseeing contracting work and demonstrated analytical and decision making capabilities sufficient to warrant the senior procurement executive of OPM consider granting a waiver for the education requirement.

Training Requirement: Applicants must have a FAC-C Level III or a DAWIA Level III certification in Contracting.

Specialized Experience: In addition to meeting the basic and training requirements listed above, applicants must haveat least one year of specialized experience equivalent to the GS-13 level in the Federal service. Specialized experience is defined as reviewing solicitation and contract award documentation to assure accordance with Federal Acquisition Regulations; executing procurement programs, policies, and procedures; and developing or providing training to procurement officials.
