Representative Duties:

  • Anticipates, originates, implements, and manages human resources policies, procedures, and standards for the office. Researches, analyzes, develops, and recommends policies, procedures, and standards. Advises management on personnel matters.
  • Assists the Chief in the formulation, implementation and assessment of office practices, policies, and procedures. Maintains liaison with the Court Personnel Management Division and secures and maintains current information in the fields of personnel and employee travel.
  • Handles inquiries from probation personnel and the public and maintains confidentiality of sensitive matters.
  • Provides technical advice and assistance utilizing the Human Resource Management Information System (HRMIS) on benefits, leave, performance appraisals, pay, recruitment, and retirement.
  • Develops and administers procedures for recruitment and selection of applicants for employment. Schedules, validates, and supervises the administration of job-related aptitude and skills tests. Processes recruitment requests: prepare notice of vacancy, review and rank applications, conduct initial telephone interview of top ranked applicants, and coordinate and participate on interview panels.
  • Coordinate and conduct new-hire orientation for new employees to include a review of payroll information, personnel policies and procedures, and benefit options. Coordinate and conduct exit interviews and separations related procedures.
  • Advises management on application of relevant classification standards. Updates and develops new job descriptions, performance evaluation standards and instruments.
  • Process all personnel and payroll actions such as appointments, promotions, separations, terminations, within-grade increases, and changes to employee benefits. Monitor and ensure all staffing and payroll actions are processed in a timely and correct manner.
  • Serve as the official timekeeper for the court unit. This includes monitoring and processing employees' time and attendance related records and ensuring that transactions and records adhere to appropriate rules and regulations.
  • Manage background check and fingerprinting program by verifying applicant employment, checking references, taking employee fingerprints, completing, and filing necessary forms, tracking and reporting results, and developing and maintaining record keeping systems.
  • Works with management to address current and potential employee relations issues. Assures that practices comply with the Equal Employment Opportunity and Employee Dispute Resolution Plan and grievance and adverse action procedures. Develops and maintains fair employment policies and practices and ensures timely completion of annual fair employment practices information.
  • Maintains local personnel records including benefits, pay, performance appraisals, leave, and workers compensation.
  • Assists management in identifying training needs for employee professional development.
  • Other duties as assigned.

Qualifications

Mandatory Qualifications:

Minimum Required Experience -

CL 27 Qualifications:
Two years of specialized experience, including at least one-year equivalent to work at the CL-25 level, are required.

Specialized experience is defined as progressively responsible experience in at least one, but preferably two or more functional areas of human resources (classification, staffing, training, employee relations, etc.) that provided knowledge of the rules, regulations, terminology, etc. of the area of human resources administration.

  • The incumbent must be able to handle confidential matters professionally and possess the ability to communicate effectively, both orally and in writing.
  • Must be able to follow rules, procedures, and the Code of Conduct for Federal Employees.
  • Must have extensive knowledge of procedures and practices as they relate to human resources management and processing.
  • Must have knowledge of national regulations and changes impacting policies, procedures, and fair employment practices.
  • Must possess a skill in evaluating and analyzing staffing needs and recruiting qualified candidates for all jobs in the court unit.
  • Must possess a skill in analyzing organizational functions and making recommendations on staffing, organizational structures, and other huma resources solutions.
  • Must have knowledge of national regulations and changes impacting policies, procedures, and fair employment practices.
  • Must have knowledge of reporting requirements for human resources paperwork, transactions, and data.
Preferred Qualifications/Court Preferred Skills -
  • Human resources experience with the federal judiciary, federal government, or a law enforcement agency.
  • Five (or more) years of human resources experience as an HR generalist supporting 100+ employees.
  • Knowledge of federal court operations, functions, and organizational structure.
  • Professional Human Resources (PHR) or Senior Professional Human Resources (SPHR) certification.
  • A master's degree in human resources or a related field.

Education

Minimum Required Education -

The Human Resources Specialist position requires completion of a bachelor's degree from an accredited college or university in a related field of academic study. Human resources experience with the federal judiciary, federal government, or a law enforcement agency is preferred.
