Duties

Help

The Director, CB performs the following major functions:

  • Leads and directs the DTRA Chemical and Biological Defense Program (CBDP) Science and Technology (S&T) Program across the spectrum of Department of Defense (DoD)medical and physical CBD S&T efforts. Provides leadership for planning and executing DoD CBD S&T efforts to meet chemical and biological (CB) national defense requirements, executes S&T investment strategies, and conducts detailed reviews and analyses of medical and physical CBD S&T efforts to ensure compliance with guidance, focused on Department goals and objectives, and precludes overlapping efforts.
  • Under the oversight of the Assistant Secretary of Defense for Nuclear, Chemical, and Biological Defense Programs- ASD(NCB) and the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (DASD(CBD), the Executive coordinates and integrates Joint CBD Program S&T development at the General/Flag Officer and Senior Executive Service level with the CBDP enterprise.
  • Provides technical and analytical support through the Director, RD to the ASD(NCB), which, in accordance with Title 50, United States Code 1522, serves as the single office within the Office of the Secretary of Defense responsible for overall coordination and integration of the CBD Program. Serves, as designated, as a senior DoD technical representative on boards, committees, and other groups concerned with CBD S&T issues.
  • Provides scientific and technical program leadership, management, supervision, and direction to highly expert military and civilian scientists, engineers, and program managers engaged in a wide variety of S&T programs and projects. Ensures application and consideration of all elements required for program accomplishment, to include requirements validation, technology infusion, planning, programming, budgeting, directing, coordinating, managing, and evaluating; reviews proposed new programs and projects and determines broad objectives, milestones, and initiatives; reviews and evaluates feasibility and suitability of new or changed programs and projects from a technological and programmatic viewpoint; determines the relative priority and technical emphasis to be placed on emerging programs; develops initiatives for exploiting emerging technology; and approves technological and management aspects of all programs.
  • Is responsible for surveying state-of-the-art CBD areas that are relevant to the technical responsibilities of the Department; maintains a program for refining and advancing the state of knowledge in anticipation of DoD requirements for CBD technology; reviews Military Services and DoD needs, gaps, and vulnerabilities for CB information and determines which requirements can be satisfied and contribute most to DoD objectives; and, based upon validated requirements, formulates and proposes annual and long term Research, Development, Testing and Evaluation programs.
  • Leads DTRA actions on CB S&T matters relating to congressional activities, interactions with Senior Government Officials, representatives of foreign governments, industry, and academia; communicates and coordinates with the Defense Advanced Research Projects Agency, the Department of Homeland Defense, and the Department of Health and Human Services to exploit opportunities for synergy and avoid duplication in areas of common goals; and develops and provides technical programmatic briefings to a variety of government, civil, and allied audiences. Provides representation and technical support to U.S. teams/delegations to international forums; memorandums of understanding and exchange agreements for the Research, Development, and Acquisition of Chemical, Biological and Radiological Defense Material; support to the Technical Cooperation Program; maintain technical watch on foreign CBD S&T; and manage the execution of DoD CBD S&T memorandums of agreement and data exchange agreements.
  • Conducts technical and analytical assessments, executes projects, and constructs training tools related to domestic preparedness and force protection issues; in coordination with other Research and Development (R&D) departments, develops technical and operational tests to demonstrate new technologies to respond to identified shortfalls and technologies to combat the CB threat; and manages the development of technologies and processes for testing of the survivability of material and systems subject to CB contamination.
  • Coordinates, integrates and directs, through the Director, RD all CB technology activities necessary to fulfill DTRA's combating WMD R&D and combat support agency roles and acquires, maintains, and directs a staff of highly qualified technical experts and managers constituting the DoD CB technologies center of excellence.

Qualifications

As a basic requirement for entry into the Senior Executive Service, applicants must provide evidence of progressively responsible leadership experience that is indicative of senor level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Technical Qualifications (TQs).

To meet the minimum qualification requirements for this position, you must address the three mandatory TQs, and the five ECQs.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs):

You must submit a separate narrative statement that addresses each of the MTQs related specifically to this position. Your narrative statements should include specific examples of experience, education, and accomplishments, applicable to the position. Your MTQ narrative statements must not exceed two pages for each MTQ for a total of 6 pages.

1. Demonstrated ability to effectively lead, manage, and direct professional, scientific, and technical members in the successful accomplishment of diverse research and development programs across all technical disciplines of countering WMD, with emphasis on chemical and biological-related science and technology.

2. Demonstrated experience in organizational administration, oversight of subordinate organizations, and coordination and interaction of activities with a wide variety of Federal and private organizations, nationally and internationally.

3. Experience in program formulation, defense, and execution, to include all phases of the Planning, Programming, Budgeting, and Execution cycle or an equivalent large scale budgeting system.

SPECIAL NOTE: Current and former career SES employees or graduates of a SES Candidate Development Program who have been certified by OPM do NOT need to address the ECQs; however, you must address the TQ statements for consideration for this position. Education

The incumbent must possess a Degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics OR Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

This is an Acquisition and Sustainment (A&S) Workforce Critical Acquisition Position (CAP) in the Engineering & Technical Management, Science and Technology functional area. The Executive will be required to become certified in the Practitioner tier within 5 years. The Executive is required to acquire a minimum of 40 continuous learning (CLPs) ever fiscal year as a goal and 80 CLSs being mandatory within 2 years.
