Summary

The incumbent has the day-to-day responsibility, as the Lead MSA for the administrative functions in one of the Outpatient/Residential areas within the Mental Health Care Service. The Lead MSA provides administrative assistance to the clerical and clinical staff, and ensures that all administrative functions are completed in a timely manner to allow the physician and other clinical staff to provide quality patient care and that all objectives of the team are met.

Major Duties:

  • The Lead MSA works collaboratively in an interdisciplinary coordinated care delivery model (i.e., Mental Health Care Line Outpatient/Residential units. The Lead MSA coordinates with the patient care team to review the clinic utilization by using various reports (e.g., Clinic Utilization Statistical Summary), ensure that the clinic setup is closely monitored to effectively support the needs of the clinic, and make any necessary adjustments.
  • The incumbent admits and discharges patients to both Residential and Inpatient Units along with working closely with outside organizations to secure medical care for our patients.
  • Incumbent serves as subject matter expert in rules and regulations of FED Traveler and assists the clinicians in completing their travel requests.
  • The incumbent develop/maintains effective and efficient communication with the patient, interdisciplinary team, VA medical centers, and other agencies (e.g., assist with communications during the inpatient to outpatient discharge; communicate with non-VA medical facilities; facilitate/process secure messaging with the patient and team; notify patients of normal lab results; develop and manage a tracking system for follow up care such as consults, tests, etc.).
  • Participates in team meeting to manage and plan patient care
  • Sets priorities and deadlines, adjusting the flow and sequencing of the work to meet team and patient needs
  • May work with the team to reinforce the plan of care and self-help solutions and entering appropriate information into the electronic record
  • Monitors pre-appointment requirements to assure readiness for patient visits, managing electronic wait list to verify and validate accuracy and resolve issues
  • Participates and provides input in problem solving on operational issues or procedures in team meetings
  • Performs administrative follow up actions
  • Participates in and independently follows up on team meetings by sharing information and collaborating with the medical team to assure continuity of care
  • Evaluates patient information and clinic schedule lists to determine whether patient is vested
  • Educates providers about shared patients
  • Greets veterans into the clinic in a manner to put them at ease
  • Gives assistance and directions as need
  • Is responsible for making sure registration and insurance cards information are entered into the computer
  • Processes all Release of Information requests in a timely manner following the Act (HIPAA) guidelines
  • Schedules next appointments or consultations in the computer following ACA principles and schedules all patient travel timely
  • Is responsible to keep a supply inventory and is assigned a Purchase Card
  • Serves as the unit timekeeper
  • Performs other related duties as assigned

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Proficient in spoken and written English
  • Experience: Six months experience of clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position;
    • OR Education: One year above high school (you must provide transcripts for verification if using this as meeting the basic requirement);
    • OR Experience/Education Combination: Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable (you must provide transcripts for verification if using this as meeting the basic requirement).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: To be found eligible you must also possess the below:
  • Experience: One year of experience equivalent to the GS-6 grade level
AND
  • Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines. Skill in communicating with individuals to obtain the desired effect, ensuring compliance with established policies and regulations. Ability to provide staff development and training. Ability to manage staffing requirements, manage priorities, and coordinate with staff in the unit in order to complete duties in an accurate and timely manner. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work. Ability to review and monitor data to ensure all reports are complete and accurate. Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community resources. Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting. Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines. Skill in communicating with individuals to obtain the desired effect and coordinating with a variety of interdisciplinary care team staff. Ability to provide staff development and training. Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work. Ability to review and monitor data to ensure all reports are complete and accurate.

Physical Requirements: The work is primarily sedentary. Physical demands do not exceed those of a typical office setting. There may be some walking, standing twisting, turning, sitting, pushing, bending, repetitive keyboarding, or carrying of light items. Some positions may require sitting for long periods of time at a computer terminal typing data while talking on a telephone headset.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
