Summary
This position serves as Associate Chief Information Officer for Infrastructure Operations (ACIO/IO) under the general direction of the Deputy Assistant Secretary for Information Systems and Chief Information Officer (DASIS/CIO).
The DASIS/CIO provides leadership to the Department and its Bureaus in all areas of information and technology management to ensure that IT is acquired, and information resources are managed in accordance with the policies and procedures of legislation, including the Paperwork Reduction Act, the Clinger-Cohen Act, and the priorities established by the Secretary. Specifically, the organization is responsible for the following:
Fostering and communicating a shared vision and corporate perspective among information activities and championing IT initiatives that effectively manage information and provide value to the businesses of Treasury.
Maintaining a comprehensive and effective cyber security program that protects Treasury's classified and unclassified information and IT assets.
Developing, disseminating, and administering Information Resource Management (IRM) policies, procedures, and guidelines Treasury-wide to ensure efficient and effective IT planning, acquisition, and management.
Promoting efficient IT operations by encouraging performance-based management and where appropriate, leveraging common technology solutions to improve business processes, performance, and cost effectiveness of IT activities.
Establishing, leading, and managing a comprehensive strategic IT management program that fosters effective and efficient use of IT as required by the Clinger-Cohen Act.
Analyzing and evaluating all IT investments as part of the Department's Capital Planning and Investment Control (CPIC) process in support of assessing performance and results as well as executive level investment decision-making.
Providing Department-wide IT system, network, and communication services including those supporting emergency preparedness (e.g. Continuity of Operations, Continuity of Government).The ACIO/IO is responsible for the effective and efficient administration and management of a wide range of Department-wide and Treasury Headquarters information systems, networks, and communications services. Many of these systems serve Treasury at an enterprise level, helping to achieve Treasury's mission on a day-to-day basis and requiring the incumbent to have an understanding of Treasury's mission as well as technical and operational priorities.
Initial appointments are required to serve a probationary period of 1 year.

Must be able to obtain and maintain a Top-Secret clearance.
Qualifications
Qualifications: As a basic requirement, applicants must possess the Mandatory Technical Qualifications and Executive Competencies listed below. Typically, qualified applicants will have gained experience of this nature at or above the (GS)-15 grade level or its equivalent in the public or private sector. To be qualified for this position, your résumé must reflect experience in a managerial capacity. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. As such, your resume must demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:
Directing the work of an organizational unit
Ensuring the success of one or more specific major programs or projects
Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance
Supervising the work of other managers and exercising important policymaking, policy determining, or other executive functions. Failure to meet the basic qualification requirement and address all Mandatory Technical Qualifications and Executive Core Qualifications will result in your application being disqualified. The ECQs were designed t assess executive experience and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants that are not already QRB certified, must submit a separate written narrative addressing the ECQs. Competencies: partnering, political savvy, influencing/negotiating Fundamental Competencies: These competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Continual Learning, Written Communication, Integrity/Honesty, Public Service Motivation. The Fundamental Competencies are crosscutting and should be addressed over the course of each ECQ narratives. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit a written narrative that addresses each of the MTQs separately. The narrative must not exceed one (1) page per MTQ. MTQ 2. IT Infrastructure Transformation Demonstrated experiencing leading the transformation and consolidation of legacy IT infrastructure platforms from traditional in-house management models to private, hybrid or public cloud service models.
MTQ 3. IT Service Management Demonstrating experiencing applying service management best practices such as the ITIL (IT Infrastructure Library) to achieve and maintain high service and customer satisfaction levels.
MTQ 4. IT Shared Services Demonstrated experience specifying, sourcing, implementing and operating IT infrastructure services in a shared service environment.
