Summary

Incumbent serves as an Investigative Analyst in BEIC and administers and coordinates the VOCC Review Audit Program and the OTI Compliance Program; administers the internal review process for noncompliant OTIs; tracking of the audit case load of the Bureau; preliminary review of requests for enforcement action from other bureaus; and providing research and analytical assistance to attorneys in the handling of cases under the Shipping Act of 1984 and other statutes and related regulations.

Duties

Help

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Analyzing and evaluating licensing, certification and/or maritime transportation business practices and procedures to determine suspected violations of the Shipping Act and related statutes and regulations.
  • Serves as coordinator of the Non-Vessel-Operating Common Carrier (NVOCC) - OFF Review Audit Program and facilitates the efficient and effective management of the program.
  • Designs and issues audit questionnaires under the VOCC Review Audit Program and the NVOCC - OFF Review Audit Program.
  • Prepares correspondence and internal documents for BEIC management, Office of Transportation Intermediaries, or other government agencies to assist with substantive segments of more complex cases regarding audit reviews of VOCCs and NVOCCs.
  • Responds to inquiries, either by telephone, e-mail or FAX transmissions, initiated by regulated VOCCs, Ocean Transportation Intermediaries (OTIs) and tariff publishers requesting assistance with tariff publishing obligations, bonding requirements, pertinent FMC regulations, VOCC and OTI status and/or adherence to compliance guidelines
  • Reviews and evaluates Regulated Persons Index database, FMC-1, and FMC-18 information in investigative files.
  • Applies knowledge of computer programs, databases, both general and legal (Lexis, Westlaw and affiliated databases), and on-line in support of individual and Bureau research activities, including Customs' ACE/ACS/AMS/ABI trade database, Accurint, EDGAR and others.

Qualifications

You must meet the following requirements by the closing date of this announcement:

GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11grade level in the Federal service. Specialized experience for this position includes analyzing and evaluating licensing, certification and/or practices regarding individuals or entities operating in international trade or transportation to prepare reports or recommendations; analyzing information obtained from case files, reports and commercial and agency databases to determine suspected violations of shipping statutes and regulations; and communicating program-related information or assistance to the general public pertaining to compliance with, or enforcement of government statutes, regulations and policies.

GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes analyzing and evaluating licensing, certification and/or practices regarding individuals or entities operating in international trade or transportation to prepare reports or recommendations; reviewing/assessing maritime transportation business practices and procedures and compliance with import/export procedures in the U.S. international trade; participating in audits of books and records of regulated entities or participants involved in the international trade or transportation activities; evaluating need for edits, updates or license amendments to agency records and databases; and facilitating communication with agency headquarters contacts, the maritime industry, and the general public.

The experience may have been gained in the public sector, private sector, or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
