Duties

Help

As a Training Specialist (Public Notice Flyer), you will:

  • Independently plans, organizes, and completes curriculum development assignments in alignment with the EDA's Strategic Plan, organizational mission, vision, goals, and priorities.
  • Work with external and internal stakeholders and Subject Matter Experts (SMEs)
  • Develop the curriculum and design a comprehensive set of iterative training modules and facilitator guides mapped to EDA's programs and profile.
  • Stay abreast of emerging grants management best practices and technologies and their applicability to the needs of economic development, to include: economic recovery and disaster recovery and resilience issues and trends to inform accurate and forward-leaning curriculum development.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Individual Occupational Requirement (IOR): This position requires education/experience that must have been related to the work of the position for which application is made.

Education: Undergraduate and Graduate Education: Major study-education or a subject area related to the position to be filled -OR-
Experience.


To qualify at the GS-9 level:

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as experience:

  • Assisting in developing, implementing, and evaluating material designed to implementing training curriculum.
  • Working with external and internal stakeholders and Subject Matter Experts (SMEs) to develop the curriculum and design

-OR-

EDUCATION: You must have a master's or equivalent graduate degree (including LL.B. or J.D. if related) or I have completed two (2) full years of progressively higher-level graduate education leading to such a degree and which demonstrates the competencies necessary to do the work (Transcript required).

-OR-

Combination of Education and Experience: You must have an appropriate combination of specialized experience and education (Transcript required).

To qualify at the GS-11 level:

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as experience:

  • Assisting with the planning and conducting of studies and surveys of the grants management operations training curriculum
  • Gathering critical information, recognizing, and resolving problems, developing criteria, and analyzing data.
  • Advising on policy, planning, review, and research related to training development programs.

EDUCATION: You must have successfully completed a Ph.D. or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related. Degree must be relevant to the position to be filled.

-OR-

Combination of Education and Experience: You must have an appropriate combination of specialized experience and education (Transcript required).

To qualify at the GS-12 level:

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as experience:

  • Planning and conducting validity and reliability studies and surveys of the grants management operations training curriculum to determine internal policy and procedures
  • Recommending program changes, new initiatives, modifications, or revisions to enhance participants' self-awareness
  • Proposing alternative costing scenarios for evaluating the costs and effectiveness of various training approaches, including use of training vendors and technologies, timing and duration of training sessions, and integration of classroom and on-the-job experiences.

Additional information

Background Investigation: This position is designated as Non-sensitive/Low Risk and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility. Please note this position is being filled under the American Rescue Plan Act (ARPA). Employees will be hired under ARPA's Hiring Authority as a Schedule A employee under the Excepted Service for a period not-to-exceed two (2) years.
