Help

Working as an Information Technology Specialist in the Research Services office, you will provide support for NIST's scientific software portfolio to assure availability of existing licensed products and make recommendations for portfolio changes based on usage. Support tasks includes installing, configuring, and upgrading software portfolio assets; utilizing license management products in conjunction with custom scripts to extract usage information for consumption by stakeholders; writing knowledge base articles and web content to facilitate self-service by scientific software users; providing technical assistance to scientific software users to facilitate license access. Serve as contracting officer's representative for software acquisitions. Provide out-of-business hours support as needed to meet OISM's objective to minimize impact of maintenance activities to customers.

Qualifications

Basic Requirements:
This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience.

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.


For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

4.Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

pecialized Experience:
In addition to the basic requirements, applicants must have one year (52 weeks) of specialized experience equivalents to at least the GS-9 level (ZP-II at NIST). Specialized experience is defined as experience:

  • Experience installing research software (ex. Matlab, COMSOL, etc) on Windows, Linux, and Mac operating systems (OS).
  • Experience supporting FlexNet licensing on Windows and Linux OSs.
  • Programming skill in PowerShell, Bash, and Python.
  • Write/maintain clear end user and systems documentation.
  • Communicate trouble shooting steps in e-mail and voice.
  • Track/update multiple help requests.
  • Track/act on license renewal dates to prevent service lapse.
  • Generate use reports from license log files.

3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree

Ph.D. or equivalent doctoral degree

Specialized Experience: In addition to the basic requirements, applicants must have one year (52 weeks) of specialized experience equivalents to at least the GS-12 level (ZP-III at NIST). Specialized experience is defined as experience:
  • Experience budgeting.
  • Experience managing license support teams and mentoring
  • Experience in license options specification.
  • Experience with OpenIT license reporting.

Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.

This position allows applicants to qualify with education at the ZP-III level. Transcripts must be submitted to validate that the education requirement has been met.
