Duties

Help
  • Based on technical specifications received, develops a solicitation document. Issues, documents, and coordinates responses received for the purpose of evaluating offers.
  • Determines specific contract language and clauses by editing Statements of Work. Selects the appropriate type of contract, as appropriate.
  • Evaluates proposals for conformance with the solicitation. Determines responsiveness to the solicitation and evaluates bidder?s capacity to perform and comply with contract clauses and specifications.
  • Participates in or leads negotiations in the pre-award and post-award phases of contracting. Prepares amendments/modifications, time extensions or other changes to contracts.
  • Works with the Contracting Officer?s Representative (COR) and relevant supervisors to determine the acceptability of the contract performance, and/or to recommend that remedial action be taken, up to and including contract termination.

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Mandatory Education Requirement for the series, (2) provide a copy of your transcripts or other applicable documentation for verification, AND (3) meet the specialized experience and or education requirements for each grade level. Please review the following information before proceeding with the application process: Basic Requirements at all levels:

  • (A) A 4-year course of study leading to a bachelor's degree with a major in any field; or
  • (B) At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
At the GS-09 level, you must meet one of the following qualifications:
A. One year of specialized experience equivalent to at least the GS-09 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to experience performing pre-award and post-award contracting actions such as preparing solicitations, reviewing bids, preparing contract awards. and making determinations;
OR

B. A master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related in one of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management;
OR
C. A Combination of education and experience as list above.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Education

You are required to submit your unofficial college transcripts from an appropriately accredited educational institution in order to document completion of the educational requirements for this position. The unofficial transcripts must be legible and include your name, major, school name/location, course title/number, date completed, grade, number of credits earned, and degree(s) conferred. In the case that your transcripts do not show that a degree was conferred, you may submit your unofficial transcripts AND a copy of your degree certification. If selected, official transcripts will be required prior to establishing an entrance on duty date.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:

Selection may require completion of a 1-year probationary period.
