Reviewing and contributing written content for amendments to the USDA organic regulations.
Providing critical input to NOP organizational units and other USDA officials concerning USDA policy positions on organic production handling, processing, labeling, accreditation and certification.
Contributing written content for briefing materials and oral presentations to explain policy considerations and options to senior USDA officials and external audiences.
Collecting, analyzing and presenting technical information from across National Organic Program (NOP) Divisions to inform NOP policy decisions and standards.

Qualifications

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Experience researching, evaluating, interpreting, and analyzing federal organic regulations and agricultural industry practices. Familiarity with the Organic Foods Production Act, organic regulations, agricultural policy, the federal rulemaking and public comment process, and agricultural industry practices related to crops, livestock, handling/processing, and transport.
Experience writing briefing papers; policy statements; correspondence; and outreach materials (fact sheets, webinars, talking points, etc). Experience verbally briefing senior leaders and decision-makers on federal policy decisions. Excellent verbal and written communication skills.
Experience providing technical support and interpretation on materials questions. Familiarity with the USDA NOP National List of Allowed and Prohibited Substances.
Note: There is no education substitution for this grade level.
