The pharmacy service lines include an accredited residency, a pharmacist clinician program, a large inpatient pharmacy unit that includes onsite sterile compounding and a large outpatient pharmacy unit that processes approximately 2000 to 3000 prescriptions per day. The Hospital/Medical Serves as a teaching facility with an influx of medical students, pharmacy students/residents, medical and surgical residents and other medical personnel resulting from the Hospital/Medical Center/SU varied and active medical school affiliations.

  • Supervises professional and support staff within the pharmacy.
  • Plans improvements in pharmacy services.
  • Directs the delivery of pharmacy services, including advances in clinical practice, efficient and effective drug distribution, and education to improve patient quality of life, minimize therapeutic risk and enhance clinical outcome.
  • Controls the utilization of departmental resources.
  • Evaluates the overall performance of the pharmacy department.
  • Serves as the pharmacy department's representative in all extra-departmental contacts.
  • Serves as preceptor for formal training programs such as internships and residency training.
  • Assures ongoing accreditation of the Pharmacy Program and Pharmacy Residency.
  • Serves as-preceptor-and/or-adjunct faculty-member for colleges of pharmacy in relation to students serving rotation at the facility.
  • Performs other duties as assigned by the service unit director, area office, or headquarters.
  • Directs or participates in Quality Activities related to the pharmacy program and interdepartmental activities.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.


BASIC REQUIREMENT(S):
Education: A doctoral degree in Pharmacy that is recognized by the Accreditation Council for Pharmacy Education (external link) (ACPE) or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.
Licensure: Applicants must be licensed to practice pharmacy in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Experience: Applicant's qualifications background must demonstrate the knowledge, skills, abilities, and competencies necessary to perform the work of the position. Pharmacy work requires knowledge of the use, clinical effects, and composition of medications, including their chemical, biological, and physical properties. Qualifying professional pharmacy experience may involve, but is not limited to:

  • Dispensing medications prescribed by physicians and other health practitioners and providing information to health practitioners and patients about proper usage of medications and side effects;
  • Evaluating medication use patterns and outcomes for patients in hospitals or managed care organizations;
  • Performing administrative, consultative, or staff advisory work for a medical facility's pharmacy program;
  • Planning, monitoring and evaluating medication programs or regimens;
  • Establishing medication-handling procedures for the storage and preservation of medications;
  • Researching medical literature and/or clinical medication information to provide accurate responses to inquiries; and/or
  • Maintaining all medication records required by law and accreditation standards.
Applicant's qualifications and background must also demonstrate leadership and innovation in the area of Pharmacy Management: specifically preparation for accreditation and regulatory audits, medication error management and resolution, program assessment and areas of improvement.

Basic Requirements for the GS-13 and above Grade Levels

In addition to the licensure and educational requirements described above, a minimum of one year of professional pharmacy experience that is equivalent to at least the next lower grade level.
Medical Requirements: Applicants must be able to distinguish basic colors.

In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-

MINIMUM QUALIFICATIONS:Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Exercises full supervisory responsibilities for planning, organizing, reviewing, evaluating, and implementing all duties performed by the Inpatient Pharmacy Department; provides administrative and technical supervision and identifies challenges, prioritizes efforts, develops expectations for programs.

SUPERVISORY AND MANAGERIAL ABILITIES: Candidates must have demonstrated in their work experience or training that they possess, or have the potential to develop, the qualities of successful supervision, as listed under the appropriate category below:
  • Ability to motivate, train and work effectively with subordinates who have a variety of background and training.
  • Ability to accomplish the quality and quantity of work expected with set limits of cost and time.
  • Ability to plan own work and carry out assignments effectively.
  • Ability to communicate with others effectively, both orally and in writing, in working out solutions to problems or questions related to work.
  • Ability to understand and further manage goals as these affect day-to-day work operations.
  • Ability to develop improvements in or design new work methods and procedures.

Per IHS policy (SGM 21-04) IHS selectees to positions located in Federally operated hospitals, health centers, and clinics must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. If an exemption is approved then wearing a face mask and regular testing for COVID-19 will be required. Your Human Resources Specialist will provide a list of documents acceptable as vaccination proof and instructions on how to submit your vaccination documentation or how to request a medical or religious exemption, if needed.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.

This position is covered by a Bargaining Unit.
