Summary

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

As a Public Health Analyst for the Division of Metropolitan HIV/AIDS Programs within the HIV/AIDS Bureau, you serve as a senior level Public Health Analyst and ensures legislated and programmatic planning requirements are fully addressed as related to the Ryan White HIV/AIDS programs.

Your major duties and responsibilities include:
  • Lead authority on Ryan White HIV/AIDS Program Part A Planning Councils, Planning Bodies (PCs/PBs) and community planning and integrates knowledge and experience of public health programs including EHE, and policies to provide guidance on multilayered and multifaceted programmatic issues, resolves problems, modify procedures, provides and identifies technical assistance needs, working in conjunction with Project Officers to monitor and evaluate program performance and progress.
  • Leads the assessment of the needs and challenges of RWHAP Part A PCs/PBs and community input processes to include operations, compliance with RWHAP legislative and programmatic requirements, and effectiveness.
  • Provides and or coordinates technical assistance to PCs/PBs in conjunction with Project Officers and Branch Chiefs.
  • Leads and provides comprehensive training to DMHAP staff and recipients on meaningful community input and effective planning processes.
  • Lead site visit meetings to evaluate Planning Councils, Planning Bodies and community planning to assure HIV/AIDS related Public Health Programs are meeting goals, objectives and compliance with legislative policy and programmatic expectations and requirements and requirements.

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that your resume experience demonstrate that you possess the following competencies:

1.
Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
3.
Knowledge of a specialized public health program.
4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program function.
5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

In order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

Examples of the minimum qualifying specialized experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis:

  • Evaluating the impact of organizational goals and operational plans related to HIV/AIDS public health programs.
AND
  • Providing technical advice and assistance such as reviewing compliance with Ryan White HIV/AIDS Program legislation, facilitating training, and identifying best practices to Ryan White HIV/Aids Program Part A planning councils and planning bodies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

A COMPETENCY is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.

HIV PLANNING ADVISORY COUNCIL COMMITTEES - Knowledge of and experience in the multistep, full cycle process for Ryan White HIV/AIDS planning council and comities.

HIV/AIDS PROGRAMS - Knowledge of the concepts of HIV/AIDS Programs (e.g. Ryan White, PEPFAR, etc.); addressing legislation impacting HIV care and treatment services to people living with HIV and collaboratively working with cities, states and local community.

PLANNING AND EVALUATING - Organizes work, sets priorities, and determines resource requirements; determines short-or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
