RELOCATION STATEMENT: For a current promotion eligible NCUA employee, your relocation expenses may be authorized in accordance with NCUA's relocation policies if you are moving from a state NOT in the Southern Region states listed below, to a duty station near a major airport in a Southern Region state. Relocation to a contiguous state is excluded.

DUTY STATION STATEMENT: Location is negotiable within commuting distance of a major airport within the Southern Region states listed below. For NCUA employees currently residing in one of the states listed below, your duty station will not change.

Southern Region continental states are Alabama, Arkansas, Florida, Georgia, Indiana, Kentucky, Louisiana, Mississippi, North Carolina, Ohio, Oklahoma, South Carolina, Tennessee, and Texas.

As a Regional Lending Specialist, you will be responsible for the following duties:

  • Assess and evaluate existing and proposed lending business risk, assets, and controls.
  • Plan and perform supervision and examination activities associated with agriculture lending, member business lending, commercial lending, real estate lending, and other lending programs.
  • Review compliance with NCUA Member Business and Commercial Lending rules and regulations.
  • Identify and improve specialized lending current risks, asset exposure, and internal controls.
  • Develop and present training material.
  • Guide and assist credit union officials in resolving areas of concern.

Qualifications

Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

You must have one full year of specialized experience equivalent to the next lower grade level in federal service in order to qualify for this position.

To qualify at the CU-13 level, you must have one full year of specialized experience equivalent to the CU/GS-12 level in federal service (obtained in either the public or private sectors). This experience must include the following activities: 1) performing examinations and audits of financial institutions; 2) reviewing lending (i.e. commercial, agricultural and direct loans) risks to single owner entities such as sole proprietorship, limited liability companies and single owner corporations within a financial institution's portfolio; 3) selecting and reviewing a sample of loans processed in a financial institution's portfolio to determine risk factors in lending; 4) assessing financial information to determine borrower's ability to make future payments; and 5) assisting with assessing the risks of a financial institution's complete portfolio of originated loans.

To qualify at the CU-14 level, you must have one full year of specialized experience equivalent to the CU/GS-13 level in federal service (obtained in either the public or private sectors). This experience must include the following activities: 1) performing examinations and audits of financial institutions; 2) reviewing lending (i.e. commercial, agricultural, and direct loans) risks to multiple owner entities including partnerships, limited liability companies and corporations; 3) analyzing the risks of corporate entities concerning a diversity of products or fields (i.e. hybrid securities or other multifaceted capital structures); 4) assessing the risk of a financial institutions entire loan portfolio and its credit risk management practices; and 5) conducting regional credit risk assessments of financial institutions and subsidiaries to determine comprehensive credit risk exposure on an individual and aggregate basis.

SALARY: Pay will be set using NCUA's Compensation policy. The salary range shown is NCUA's National Pay Rate (NPR) which includes a locality rate of 16.32% for the Rest of the U.S. (RUS) geographical area. Actual salary will be determined upon the location of selectee and the applicable locality pay, per the NCUA's CU pay table, will be applied. The locality rates, by location, can be found on the NCUA Careers webpage under the NCUA CU Pay Structure.
