National Center for Collaborative Healthcare Innovation (NCCHI)
The U.S. Department of Veterans Affairs (VA) established the National Center for Collaborative Healthcare Innovation (NCCHI) on July 25, 2019, as part of the Department's strategy to advance Veteran healthcare with cutting edge technology. The NCCHI was founded to help VA achieve its broader mission of developing impactful healthcare solutions that are efficiently spread throughout the VA. The center is strategically located in Silicon Valley, an area internationally known for groundbreaking innovations, and aligned for broad cross-functional collaboration between multidisciplinary teams and act as an accelerator (catalyst) for positive enterprise level change. The center's foundational structure is based on agile methodology. As such, it utilizes an interactive data driven process where efforts are designed to support the broader national VA vision and mission. Three primary objectives include 1) Develop and maintain a robust infrastructure for efficient communication, collaboration, and engagement between national and local partners throughout the VA. 2) Develop national-level solutions within the VA infrastructure that improve healthcare delivery, quality, and value. 3) In collaboration with national Office of General Council, develop collaborative agreements with partners outside the VA and other government agencies, to fill gaps in VA expertise or technology through cooperative co-development.

Duties to include but not limited to the following:
NCCHI Program Administration:

  • NCCHI Deputy Director is the National Center's extension of the NCCHI Director authority
  • Assists the NCCHI Director and staying abreast of those tasks and issues the NCCHI Director is working on, while focusing on guiding and coordinating operational elements of NCCHI and VAPAHCS.
  • Takes the lead in coordinating and developing stakeholder support and resourcing to meet the national program's and objectives.
  • Determines program goals and objectives, develops short and long range plans for achieving them in conjunction with the overall plans of the Veterans Integrated Service Network (VISN), VA Central Office (VACO), VHA Innovation Ecosystem.
  • Directs a comprehensive evaluation of program goals and objectives and makes necessary adjustments to improve delivery of patient care services; Establishes local policy in such areas as program emphasis and operating guidelines
  • Administers and ensures compliance with a system designed for the development and communication of program policies and procedures in accordance with new or existing rules and regulations; and
  • Administers a management reporting system which provides appropriate data for decision making in such areas as organizational improvements; changes in delegations of authority; position management; and coordination among the center's programs and services.
  • Participates in planning and development of current and proposed program objectives in conjunction with administrative and clinical managers, develops short and long range fiscal year plans that meet the objectives of current and proposed programs.
  • Develops a balanced financial plan designed to meet realistic needs of the facility and the network; makes important decisions substantially affecting economy of operations by limiting operating expenses without impairing patient care activities through management assessment, cost effective position management techniques, reorganization, methods improvements, and automation.
  • Ensures that utilization of available resources is in line with plan or modified through recurring review.
Supervisor Responsibilities:
  • Performs the administrative and personnel management functions relative to staff supervised.
  • Establishes guidelines and performance expectations for staff.
  • Provides informal feedback and periodically evaluate employee performance.
  • Develops work improvement plans, recommending personnel actions as necessary.
  • Provided advice and counsel to workers related to work and administrative matters.
  • Manages and directs geographically dispersed and remote staff; set program priorities, coordinate work assignments, and develop internal procedures to ensure that all aspects of administration and personnel operations are communicated to employees.
Work Schedule: Monday to Friday 8:00 am to 4:30 pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/09/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 14 position you must have served 52 weeks at the GS 13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: lead in coordinating and developing stakeholder support and resourcing, determines program goals and objectives, develops short and long range plans, directs a comprehensive evaluation of program goals and objectives, establishes local policy in such areas as program emphasis and operating guidelines, administers and ensures compliance with a system designed for the development and communication of program policies and procedures, administers a management reporting system which provides appropriate data for decision making in such areas as organizational improvements; changes in delegations of authority; position management; and coordination among the center's programs and services.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is primarily sedentary although some minor physical effort such as bending, stooping, lifting slight objects is required. Required overnight travel may be as high as 30 percent. Due to the occasional travel, the incumbent may be subject to various
resultant environmental changes. The work may require some periods of overtime, intense concentration, emotional and mental stability and involves activities under time sensitive conditions.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
