This position is located in the Department of Health And Human Services, Office of Inspector General, Office of Management and Policy, Office of the Chief Information Officer, Architecture and Transformation Division.
Assists the Chief Enterprise Architect as a deputy director in the formulation, development and administration IT strategic objectives, portfolios, and architecture roadmaps to meet organizational needs for personnel, funding, systems, equipment, and facilities. The incumbent provides leadership and support in achieving the IT transformational goals, CPIC, architectures, IT acquisition decision-making, and integration of information management principles into the Agency's overall goals.
The incumbent is an enterprise architecture expert and uses broad IT knowledge to ensure that all areas are performing as required. The incumbent is responsible for oversight and control of the activities within the ATD and for coordinating enterprise architecture planning across other OIG and OMP divisions and components.
Consults with OIG Components and OMP leaders to identify strategic improvement opportunities for more effectively and efficiently achieving the OIG mission and developing a plan for implementing these opportunities through people, processes, technology, and new investment. The incumbent incorporates these strategic requirements into the OIG enterprise architecture roadmaps and coordinates implementation of the roadmap with OIG IT, data, financial, acquisition, and human resources leadership.
Manages, develops, and implements enterprise architecture policies, processes, and procedures. Supports the implementation and management of Key Performance Indicators for IT functions.
Develops and allocates appropriately skilled teams to support enterprise architecture, IT Governance, and IT modernization initiatives. Leads the adoption of leading practices in IT such as cloud computing, DevOps, agile development, and open-source software. Supporting the implementation of appropriate cybersecurity controls across the OIG enterprise architecture.
Provides technical and functional expertise and analysis on matters relating to IT project that cross many areas including but not limited to business capabilities, processes, IT requirements definition, evaluation of IT investments, budget, technology, and systems.
Leads the creation of EA models and roadmaps that reflect the organizational strategies and goals. Collaborates with relevant business and information technology representatives to Review new and existing program/project architecture for compliance with EA and plans and mitigate the gaps between the current and future state. Provides recommendations to improve alignment with the enterprise architecture.
Leads and directs the analysis, evaluation, and development of enterprise long-term strategic and operating plans to ensure that EA objectives are consistent with the enterprise's long-term business objectives.
The incumbent provides technical advice and assistance in reporting OIG information systems to ensure that OIG complies with the requirements of Federal regulatory agencies.
This individual: (i) leads various research and analytical assignments and special projects related to portfolio management, and special NEF/Wedge budget requests; and (ii) prepares IT financial information for budget justifications.
Supports the development and implementation of ATD's annual operating plan and associated budget requirements in alignment with strategic planning activities. Ensures compliance with required federal government laws, policies, and strategies related to IT.
The incumbent participates with HHS, OIG and IT Senior Staff in coordinating, planning, and reporting information systems. Analyzes business processes to improve or use automated tools, systems and technology to provide accurate and timely responses to business requests; and/or assess records and information practices to ensure they support the principles of transparency and information sharing throughout the organization, Agency
and Government.
As needed, the incumbent assists in managing and executing a flexible, responsive program of contract support to ensure that the range of information technology specialists and the number of contract personnel required to augment division resources is available to meet division work plans and schedules. In addition, assists in the oversight of the development and statements of work; coordinates the competitive award of contract tasks with
designated contracting offices, and identifies and employs interagency contract vehicles were available and cost-effective.
Performs other related duties.
