Help
  • Develop and review technical specifications, construction documents, government cost estimates, and construction cost estimates for design services.
  • Develop Government-wide procurement policies, review regulations and assist in the acquisition of project materials, monitoring work, and monitoring expenses.
  • Serves as the Contracting Officer?s Technical Representative (COTR) for facility maintenance contracts such as annual fire certifications, exhaust hood cleaning, vehicle maintenance and computer room air conditioning (CRAC).
  • Develop procedures to inspect contracts for completeness, quality and timeliness factors.
  • Manage negotiations and serves as the Subject Matter Expert to Acquisitions on contract awards.
  • Develop and maintain progress schedules and reports.

Qualifications

To qualify for the Facility Operations Specialist, PG -1640-13, you must meet the following requirements:

Applicants must meet specialized experience at the next lower grade level (PG-12); Specialized experience for this grade level includes the ability to do the work of an experienced Facility Operations Specialist with responsibility for installing industrial systems, commissioning, and construction management without more than normal supervision. Duties include assessing and improving project management, facilities management, and contractual oversight; serves as a technical consultant to senior management; develops program requirements for preventive maintenance; and serves as the Contracting Officer's Technical Representative (CORT) for facility maintenance contracts such as annual fire certifications, exhaust hood cleaning, vehicle maintenance, Computer Room Air Conditioning (CRAC).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a Low Risk Public Trust background investigation. To meet those standards, all selected applicants must undergo and successfully complete a background for a Low Risk Public Trust. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as criminal offenses and illegal use or possession of drugs; this process may take 6 weeks or longer. The Agency may rescind the tentative offer, if the candidate is unable to pass the background investigation.

For a Suitability:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a background investigation for Suitability. To meet those standards, all selected applicants must undergo and successfully complete a background check for Suitability. This review could include fingerprints and credit checks, as well as a full field FBI background investigation and tax and bar checks for attorney applicants. The background investigation covers a period of seven to ten years depending on the nature of the position; this process may take 6 weeks or longer. The Agency may rescind the tentative offer, if the candidate is unable to pass the background investigation.
