This position is only open to Current Career/Career Conditional Employees of the Department of Health and Human Services (DHHS) in the Competitive service; DHHS Career Transition Assistance Program (CTAP); and PHS Commissioned Corps Officers billeted with HHS. PHS Commissioned Corps (CC) Officers will be referred as CC personnel and not as a candidate for conversion to a permanent federal appointment.
As a Management Analyst, you will provide advice and assistance to management and program officials on management policies and procedures.
Your major duties and responsibilities include:
Applying various qualitative and quantitative methods for the analysis and evaluation of internal, organizational administrative operations to determine their efficiency and effectiveness.
Reviewing internal processes and procedures, making recommendations for improvements to promote efficiency and cost savings.
Analyzing and evaluating the management practices, methods, and administrative operations of an organizational unit or segment of an organizational unit.
Evaluating the quality, effectiveness, and responsiveness of the management services and in identifying areas for potential improvement.
Developing policies, guidelines, instructions, and procedures for administrative and management requirements.
Compiling data and prepares administrative status reports for review at all levels.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
In order to qualify for this position at the GS-11 level, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-9 level in the federal service.
Examples of minimum qualifying specialized experience equal to the GS-9 level include performing the following types of tasks on a regular and recurring basis:
Conducting quantitative or qualitative analytical work (e.g., workflow or workload studies, life cycle cost analyses of projects, cost benefit or economic evaluations, etc.) to evaluate the effectiveness, efficiency or productivity of organizational programs and operations including providing written recommendations for improvements.
OR
Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher-level graduate education leading to such a degree or an LL.M. To be qualifying, the higher-level graduate education must be in a major field of study in business administration, accounting, management, or finance or other field of study with course work directly related to the work of this position.
OR
Have an equivalent combination of the above minimum qualifying specialized experience AND higher-level graduate education directly related to the work of this position that meets 100% of the qualification requirements for this position.
