Summary

The Office of Defects Investigation (ODI) is responsible for identifying and conducting investigations into alleged safety defects in motor vehicle and motor vehicle equipment within the meaning of 49 U.S.C. Chapter 301, 'Motor Vehicle Safety." Through results of its investigative efforts, ODI also provides the factual basis in each case for a determination of whether a safety defect within the meaning of the statute does or does not exist.

As a Mathematical Statistician, you will:

  • Manage support contracts involving special data collection or testing, including the sample design for the data collection/testing and the creation of databases in SAS or other computer packages.
  • Support NHTSA management by preparing issue papers, reviewing priorities of evaluations, making program recommendation as a result of evaluations and answering inquiries on the status of evaluation activities.
  • Independently develops the overall approach and methods for evaluating a standard or a behavioral safety program, specifying data sources, statistical techniques, and the timetable for the evaluation.

The ideal candidate for this position is highly self-motivated and possesses excellent data science and statistical analytical capabilities. The ideal candidate has excellent oral and written communication skills, since he/she will be writing analysis reports. NHTSA is seeking a candidate capable of working cooperatively with other offices within NHTSA and the Office of Defects Investigation to identify potential defect trends from large data sets, analyze warranty and Early Warning Reporting data. Experience developing machine learning and AI capabilities and experience working with SAS programming is preferred.

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Mandatory Education Requirement for the series, (2) provide a copy of your transcripts or other applicable documentation for verification, AND (3) meet the specialized experience requirements for each grade. (3) To qualify for the GS-13, you must have at least one year of specialized experience equal or equivalent to the GS-12 grade level in the following:

  • Experience with computer operations and the application of computer programs designed to retrieve and analyze data from data files in order to provide descriptions of current status and trends in highway safety.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Demonstrated knowledge of mathematical and statistical methods and practices, including areas such as experimental design, database design, survey sampling, estimation, hypothesis testing, regression, and contingency-table analysis.
  2. Experience with computer and analytical skills, including skills for planning and executing analytical research projects, using computer software for data analysis, and data retrieval from large scale databases.
  3. Demonstrated written and oral presentation/ communication skills.
  4. Demonstrated ability to plan and manage projects, set priorities, and establish and meet deadlines.

Education

Basic Requirements:

  1. Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.

    or

  2. Combination of education and experience -- at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.
