Duties

Help
  • You will serve as an Operations Research Analyst within the Naval Sea Logistics Center (NSLC).
  • You will be specializing in Configuration and Supply Chain Management, Readiness and Maintenance reporting, and Cost Estimating and Business Case Analysis in support of designing and delivering ships and weapon systems to the fleet.
  • You will be assisting in the planning, development, writing, and management of logistics policies and procedures to include implementation and transition to full-scale operations.
  • You will assess ship and weapon system logistics support for readiness, effectiveness, efficiency, economy, and compliance.
  • You will serve in an advisory role, providing high visibility analytical, technical expertise to facilitate and support executive and operational level decision making, in support of prompt policy and operational changes.
  • You will be assigned projects of considerable difficulty and complexity containing unusual attributes requiring versatility, seasoned judgment, perception, significant imagination, and deviation from previous approaches.
  • You will serve as a technical consultant to other personnel engaged in the development of logistics and information technology tools used to gather and analyze data.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Life-Cycle Logistics Level II. Certification is required within 24 months of appointment.

Qualifications

For GS-09: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional operations research scientist analyzing statistical data to identify solutions to problems of a acquisition lifecycle (e.g. research, development, design, integration, testing, and/or sustainment) to improve operational performance to support business data systems.

For GS-07: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional operations research scientist compiling statistical data to assist in the facilitation of acquisition lifecycle (e.g. research, development, design, integration, testing, and/or sustainment) to improve operational performance to support business data systems.

Education

Applicants must meet at least one of the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: A degree in operations research; or a related degree that included at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses. At least 3 of these 24 semester hours must have been in calculus.

Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States. ***** Education may be substituted for specialized experience as follows:

For GS-09:
- A master's or equivalent graduate degree; OR
- Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR
- A combination of experience and graduate education as described above that equates to one year of experience.

For GS-07:
- One full year of graduate level education; OR
- A bachelor's degree with superior academic achievement; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
