Summary

The Addiction Therapist provides addiction evaluation, treatment and other therapeutic activities directly associated to the clinical care of Veterans receiving Substance Use Disorder treatment in a Domiciliary Residential Rehabilitation Treatment Program (DRRTP).

This position is located at the North Texas VA Health Care System Bonham Domiciliary, Dallas Gold Team, 5N and HDOM.

This is an OPEN CONTINUOUS ANNOUNCEMENT and will remain open until December 31, 2023. The initial cut-off date for referral of eligible applications will be February 24,2023, with subsequent cut-off dates on the 1st of each month. Eligible applications received after that date will be referred at regular intervals or as additional vacancies occur on an as-needed basis until positions are filled.

Duties to include but no limited to:

  • Screening to determine a patients need for SUD related care
  • Evaluation and assessment of substance specific care needs using agency identified standards
  • Orientation to program and general program expectations
  • Individual/Group psychoeducation using agency identified standards
  • Documentation in the electronic medical record using DAPO format or other format as required
  • SME at Multidisciplinary team meetings for treatment and/or staff development purposes
  • Relapse prevention planning specific to the patients needs
  • Maintaining productivity standards as identified by each area of responsibility
  • Complies with The Joint Commission requirements and other accrediting agency standards to ensure safe and quality patient care
  • Maintaining appropriate communication, rapport, and positive working relationships with a variety of organizations and service providers
  • Other related duties as assigned which are appropriate to this grade and assignment
  • Short-term, individual education/counseling specific to the patients identified needs
  • Integrated treatment planning specific to the patients identified needs
  • Applies SUD specific Evidence Based Treatment modalities specific to the patient's identified needs
  • Leads multidisciplinary care coordination using measurement-based care
  • Individual case management/correspondence specific to the patients identified legal/occupational needs
  • Crisis intervention specific to patients identified needs and within agencies defined scope of practice
  • Family education/counseling specific to the patients identified needs
  • Assists with vocational service planning
  • Assists with referrals to community-based resources
  • Analyze and interpret data and recommend changes to care and discharge planning
  • Clinical supervision and oversight of direct patient care for subordinate Addiction Therapists
  • Independently manages care needs of a caseload

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • Citizenship. Be a citizen of the United States (U.S.). Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with 38 U.S.C. § 7407(a).
  • English Language Proficiency. LMAT candidates must be proficient in spoken and written English as required by 38 U.S.C. § 7403(f).
  • Education.
    (1) Hold a master's degree or higher in drug and alcohol studies or related behavioral health field from an accredited college or university.
  • Foreign Education. There is no substitution for foreign education for this occupation; therefore, foreign education evaluation is not applicable.
  • Licensure. Individuals appointed or reassigned to an LMAT position must possess a full, current, and unrestricted license in a jurisdiction for independent practice in the field of Alcohol and Drug Treatment. Exception. The Secretary or designee may waive the licensure requirement for selectees who are otherwise qualified, pending state acceptance of completion of state prerequisites at the master's level. Licensures can be waived for three years from the date of employment. This exception is allowed on the condition that non-licensed LMATs appointed on this basis provide care only under the clinical supervision of an LMAT from the designated assignments to provide clinical supervision. Non-licensed LMAT applicants who otherwise meet the eligibility requirements may be appointed as LMATs under the authority of 38 U.S.C.§ 7401(3). This exception applies only at the GS-09 entry grade level and individuals may not be promoted/converted until they obtain the required license. For grades/assignments at or above the full performance level, candidates must be licensed at the master's level.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Health Professional Trainee's: HPTs who have successfully completed or are expected to successfully complete an affiliate sponsored or VA Sponsored training program may be considered based on completing the requirements listed below by the date of appointment. Please ensure you provide all supporting documentation regarding your training program and expected completion.

Grade Determinations:

Addiction Therapist (Licensed Master's) GS-09.
Education, License and Experience. The GS-09 grade level is the entry grade level for LMATs who have:
(a) Less than one year of experience post licensure;
OR,
(b) LMATs at the master's level who are graduates not yet licensed at the independent practice (Journey) level. Unlicensed LMATs at the GS-09 grade level must have completed the required education listed in paragraph 1.a. above and are working toward obtaining a full, current, and unrestricted license in a jurisdiction for independent practice in the field of Alcohol and Drug Treatment.

Knowledge, Skills and Abilities (KSAs). In addition to the basic requirements, the candidate must demonstrate the following KSAs.
(a) Knowledge of coexisting medical or other mental health disorders and the interrelationship of SUDs.
(b) Knowledge of basic recovery programs and resources.
(c) Skill in providing individual and group therapy, including using certain SUD Evidenced-Based Therapy (EBTs).
(d) Skill in developing and maintaining effective working or therapeutic relationships with multidisciplinary staff, Veterans and their families, and community resources to ensure appropriate referrals.
(e) Ability to complete the assessment of substance use disorders, treatment/recovery planning and continuing care planning.
(f) Ability to identify patients who are in psychological distress consistent with VA national policy and within scope of certification and secure appropriate interventions.

Addiction Therapist (Licensed Master's) GS-11.
Experience. One year of creditable experience comparable to the next lower grade (GS-9).

Licensure. Candidates must possess a full, current and unrestricted license in a State for independent practice in the field of Alcohol and Drug Treatment.

NOTE: Applicants who meet the qualifications requirements for an AT at the full performance level, who have a minimum of one year experience at that level and who have obtained the master's degree and license will be qualified at the GS-11 level.

Knowledge, Skills and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate the following KSAs:
(a) Skill to independently complete assessments of substance use disorders, treatment planning and continued care planning.
(b) Skill to apply the principles, concepts and methods of counseling and therapies used in the treatment of individuals with SUDs.
(c) Skill to collaborate and consult on medical or other psychiatric disorders as interrelated to SUDs.
(d) Ability to apply various community-based recovery programs and resources in a treatment plan.

Preferred Experience:

  • Training in EVIDENCE BASED treatment modalities (MI, CBT, REBT, etc)

The full performance level of this vacancy is GS-11. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-9 to GS-11.

Physical Requirements:
The work environment involves everyday risks or discomforts that require normal safety precautions typical of offices, training rooms, and libraries. Adequate lighting, heating and ventilation are provided. The position requires normal safety precautions in managing direct patient care. The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, stooping, kneeling, and carrying items less than 20 pounds, driving or traveling by motor vehicle.
