Help

The Chief, Quality Management is the facility technical expert in Lean transformation, data analysis and process improvement, and exercises full responsibility for the design, development, implementation, modification, and ongoing operations of the Quality Management Service. The position reports to the Medical Center Director and has oversight of Continuous Readiness, Utilization Management, Risk Management, Patient Safety, External Peer Review (EDRP), Systems Redesign, VASQIP and Infection Control.

The performance improvement function includes a full spectrum of managerial activities with a primary focus on quality, safety, and appropriateness of care in concert with cost effectiveness.

MAJOR DUTIES:

Quality and Compliance - 50 %

Supervises risk management, patient safety, systems redesign, infection control, external peer review program, boards of investigation, external peer review program, quality metrics, internal control reports, and other programs which are or may be assigned by the Director. Coordinates the integrated relationship of these programs to each other and with the total LAJVAMC to minimize duplication and clarify respective functions.

Monitors the status of all special, regular and planned programs impacting quality of patient care at system facilities. Monitors areas related to improving the quality of care and assures effective systems are in place. Develops procedures to implement and ensure regular review of meeting minutes for all administrative and clinical committees and service meetings.

Ensures continuous readiness and compliance for various external site reviews including The Joint Commission (TJC), Office of Inspector General (OIG), Commission on Accreditation of Rehabilitation Facilities (CARF), Community Living Center (CLC) Survey, and Office of Medical Inspector. Collaborates with the chairs of key system committees to develop compliance review schedules.

Quality Management and Performance Improvement - 25%
The incumbent collaborates with executive leaders to formulate facility quality management policy, develop, implement, and evaluate management systems, and establish institutional performance improvement and resource management priorities. Analyzes services provided and organizational resources to determine alternative resource allocations and make recommendations to executive leadership

Provides performance improvement direction and advice to various system committees and follows up on recommendations to executive boards and committees to ensure the timely resolution of identified problems. Prepares performance improvement agendas and briefs for the ELB, highlighting issues and progress.

Provides oversight for major performance improvement projects, collaborating with facility management to ensure full implementation of recommendations, as well as VHA mandates. Educates and trains staff on performance improvement methodology and evaluation.

Service Line Management and Supervision - 25 %
The incumbent supervises 16 subordinate personnel; administratively supervises ten (10) Nurses and technically and administratively supervises six (6) subordinate HSS and administrative support personnel.

The incumbent plans and completes advanced level tasks based on observance of protocols and accepted clinical and administrative practices while exercising full supervisory responsibility over subordinate supervisors and staff. The incumbent works in collaboration with clinical professionals, program/unit level managers and facility leadership team to develop facility QM policies, implement clinical performance improvement measures, and ensure patient safety and regulatory compliance. He/she handles directly or delegates responsibility for resolution of problems or unusual situations and makes decisions on appropriate action to be taken.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/13/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirement.

Undergraduate and Graduate Education:

Major study- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

Specialize Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting, working directly with clinicians and local leadership to develop performance improvement techniques; applying organizational and system-wide strategies for continuous quality improvement; and experience running and supervising an administrative component of a health care system customizing in facility wide performance improvement programs, projects, and products. Physical Requirements: The work is primarily sedentary with some walking or standing. No special physical demands are required. Work is typically performed in an adequately lighted and climate-controlled office.
