IESP is seeking experienced candidates to help provide independent oversight of USAID's Ukraine response. For more information on USAID OIG's Ukraine oversight plans, please visit https://oig.usaid.gov/our-work/ukraine-oversight.

In this position, you will be responsible for planning and conducting inspections and evaluations to provide independent oversight of USAID's Ukraine response. Duties Responsibilities include:
  • As a team or independently, clearly defines project objectives, scope, and methodology to assess USAID programs and activities.
  • Gathers and analyzes information using a range of qualitative and quantitative techniques and methods.
  • Researches applicable laws, directives, regulations, manuals, and prior studies and reports to learn new and complex material quickly and understand issues.
  • Develops findings and conclusions based on analyses.
  • Plans and prioritizes work assignments, and coordinates with team members to carry out required activities and meet timelines.
  • Drafts reports and other written products that effectively communicate results and make recommendations to improve agency operations, as appropriate.

Qualifications

Specialized Experience:

SPECIALIZED EXPERIENCE GS-12 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service. Specialized experience for this position includes: Experience developing project plans, executing plans, gathering and analyzing data, and documenting findings or results; Experience applying federal inspection and evaluation quality standards, or similar evaluative and analytical methodologies, techniques, and procedures; Experience with mission, organization, work processes and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations; Experience with written and oral communication techniques to present findings and negotiate solutions; Ability to manage interagency relationships with key personnel.

SPECIALIZED EXPERIENCE GS-13 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service. Specialized experience for this position includes: Experience successfully developing project plans, executing plans, gathering and analyzing data, documenting results, and developing recommendations based on findings to increase efficiency and effectiveness; Ability to lead projects, assigning team member tasks to ensure activities completed on schedule and in compliance with federal inspection and evaluation quality standards; Experience with written and oral communication techniques to effectively present findings, recommendations, and negotiate solutions; Ability to manage interagency relationships with senior personnel; Ability to independently develop, communicate, and analyze requests for information and data calls.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area.
