Help

The Officer supports the duties of the Chief Accountant; the scope of duties can encompass all functions and operations of the Office. The specific matters handled by the Deputy Chief Accountant vary according to the kinds of issues encountered and the priority established by the Chief Accountant, Chairman and/or the Commission.

Typical duties include:

  • Providing professional technical accounting guidance to the staff of the Commission and interpreting related Commission priorities and policies to the staff; resolving consultations on issues related to accounting that are referred to the Office of the Chief Accountant because of their exceptional complexity or policy implications; acting as liaison in support of the Commission to provide guidance on accounting standards that are issued by the Financial Accounting Standards Board (FASB) and the International Standards Accounting Board (IASB); developing and communicating the Commission's view on the accounting matters; maintaining relationships with key personnel in the public accounting profession; rendering recommendations to the Chief Accountant concerning a myriad of accounting standards and initiatives.
  • Providing views to the Chief Accountant on executing its responsibility under the securities laws to establish accounting principles, and for overseeing the private sector standards-setting process.
  • Consulting with registrants, auditors, Divisions and Offices, and other stakeholders on a regular basis regarding the application of accounting and financial disclosure requirements.
  • Providing supervision of a core activity of consultation processes, including the design of a dynamic, workload-based topic-team structure and timely completion of consultations.
  • Building and maintaining new subject matter expertise for newly-issued comprehensive changes in accounting standards that impact existing SEC Staff Guidance.

  • Due to COVID-19, the SEC is currently in an optional telework posture. This position is eligible to request telework in accordance with the SEC 's telework policy.
  • For consideration at the SO-2 level, you must currently hold a SO-2 position within the SEC.

Qualifications

All qualification requirements must be met by the closing date of this announcement.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Qualifying education must have been obtained from an accredited college or university recognized by the U.S. Department of Education.

BASIC REQUIREMENT:

  • Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR
  • Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
    • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement.

SO-01: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 level performing the following:

1) Providing advice in financial reporting matters;
2) Acting as liaison to internal and external stakeholders around the world regarding accounting, internal controls over financial reporting, accounting, auditing and independence standard setting;
3) Preparing, analyzing and interpreting accounting data, records, and reports;
4) Developing policies, procedures, and processes related to assigned accounting group operations; and
5) Leading a team of financial professionals who advise on, administer or perform accounting work.

Technical Qualifications:
  1. Knowledge and understanding of the Securities Act of 1933, the Securities Exchange Act of 1934, the Investment Company Act of1940, and the Investment Advisers Act of 1940.
  2. Experience analyzing complex problems and devising innovative solutions which may have precedent-setting impact.
  3. Experience applying GAAP, GAAS, the standards of PCAOB and other accounting auditing standards or regulations.
  4. Experience evaluating/examining financial statements, internal financial accounting systems (i,e,, books and records) and reports of public companies and other registrant's operations.
