Duties

Help

The Chief Management Officer (CMO) provides leadership and support on issues related to the management and performance of the agency, including information technology, human resources management, procurement, financial management, equal employment opportunity, and facilities, security, and emergency management. Specific responsibilities include:

  • Establishes and monitors implementation of agency policies and procedures for administrative functions affecting program operations in OPM's operating organizations. These administrative functions include: budget and financial management, strategic planning and performance management, human resources management, employee safety and health, procurement and small business utilization, grants management, facilities management, emergency management, and security;
  • Serves as the Director's principal advisor regarding OPM's resource requirements, logistical needs, and general administrative support, overseeing personnel and facilitating activities needed to accomplish the associated tasks and requirements;
  • Provides overall organization management to improve agency performance and achieve OPM's mission and goals through the use of strategic and performance planning, measurement, analysis, regular assessment of progress, and use of performance information to improve the results achieved;
  • Advises and assists the Deputy Director, OPM, in carrying out the requirements of sections 1115 through 1122 of the GPRA Modernization Act of 2010 and section 306 of title 5;
  • Oversees agency-specific efforts to improve management functions within OPM;
  • Serves as the Executive Chair or Executive Sponsor for enterprise-wide boards, councils, and committees facilitating and leading strategic direction, requirements planning, resource allocation, and other general oversight that ensures alignment with agency goals and priorities;
  • Ensures effective internal coordination and communication across OPM's internal organizations, to support achievement of the mission and goals of the agency;
  • Serves as the point of collaboration for the senior leaders responsible for OPM's internal management functions, such as the Chief Financial Officer; Chief Human Capital Officer; Chief Information Officer; Senior Procurement Executive; and Director of Facilities, Security, and Emergency Management.

  • This is not a remote position, selectee will be required to report to the duty station on a regular basis. Telework may be authorized.

Qualifications

The Executive Core Qualifications are required for entry to the Senior Executive Service; to meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and Technical Qualification (TQ), listed below.

EXECUTIVE CORE QUALIFICATIONS:
ECQ 1 - LEADING CHANGE: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2 - LEADING PEOPLE: The ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
ECQ 3 - RESULTS DRIVEN: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4 - BUSINESS ACUMEN: The ability to manage human, financial, and information resources strategically.
ECQ 5 - BUILDING COALITIONS: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

TECHNICAL QUALIFICATION (TQ):
TQ - Demonstrated ability to lead a broad program of management support functions at an organizational level, including at least 2 of the following: strategic and operational planning; human capital management; finance; information technology; facilities; and physical and personnel security.

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education. Resumes will be evaluated by a rating and ranking panel, and highly qualified candidates may be invited to participate in a structured interview and undergo a reference check. The OPM Executive Resources Board (ERB) will review results and make recommendations on final selections to the approving authority.
