Duties

Help

The primary purpose of this position is: To serve as key special access program advisor for plans, programs, and requirements. Assists the Global Integration Division Chief on highly sensitive (security), extremely limited-access information, related to DoD and national level space and ISR programs.

  • Plans and organizes critical functions within the Global Integration Division.
  • Researches Space and ISR Capabilities, resource and requirements issues, analyzes options and recommends courses of action through reports, papers, briefings and correspondence.
  • Represents the Global Integration Division (J84) in dealings with USSTRATCOM, DoD and non-DoD organizations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Program Analysis Series, 0343.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of the Federal, DoD, Joint Staff, and Service strategic planning and the PPBE processes; and a thorough knowledge of DoD, Joint Staff, Service and applicable Agency program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; Comprehensive knowledge of pertinent laws, regulations, policies and precedents which affect operations, acquisitions, and related support resources in areas studied; Knowledge is applied to the design and conduct of comprehensive management studies where the boundaries are extremely broad and difficult to determine in advance and the actual limits of the project are developed as the study proceeds.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of DoD, JCS, and unified command polities, functions, and operations in order to interpret, evaluate and disseminate plans, policy and procedures for nation level, Combatant Command and Service Programs. Comprehensive knowledge of USSTRATCOM missions and forces, including supported and supporting command relationships of apportioned and assigned forces.
  • Knowledge of Space and ISR technology, planning, development, to include SAP and STO, sufficient to coordinate and integrate functions supporting USSTRATCOM interests and mission.
  • Skill and ability to apply procedures, requirements, regulations, and policies to include SAP and STO activities.
  • Ability to analyze and assess system or portion of a major system's acquisition; to analyze data to determine the validity of operations objectives and to identify support requirement deficiencies; and to establish relationships between the participants involved I program development. Should be able to evaluate the requirements in the areas of funding, manpower, intelligence support, facilities, and services needed to support the program.
  • Ability to negotiate complex issues; and ability of maintain good working relations with diverse groups and executive-level management throughout the agency.
  • Ability to inspire, motivate, and guide others toward a goal or accomplishment. Leadership ability, including the ability to coach, mentor, and challenge subordinates; ability to adapt leadership style to a variety of situations; ability to model high standards of honesty, integrity, trust, openness, and respect.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
