The position is 'remote work' in nature and a duty station may be determined upon selection, but will be located within the commuting area of the nearest GSA facility.

The U.S. General Services Administration (GSA) is leading technology modernization across the federal government. GSA partners with other agencies to transform the way they build, buy, and share technology. And, by using innovative methodologies and technologies, GSA helps federal agencies to improve the public’s digital experience with the government. For example, Login.gov—an authentication and identity verification system that is designed and developed by GSA’s Technology and Transformation Services— provides secure access to online government services, while reducing costs for taxpayers and federal agencies.

The essential work of the Deputy Executive Director includes the oversight and management of project selection, prioritization, evaluation and monitoring, cost schedule management, risk management, quality assurance, and resource allocation.  The incumbent supports the TMF Board Chair, Board members and Board meetings, and provides recommendations and advice to make decisions critical to GSA and the TMF, while implementing the vision of the Executive Director and GSA Leadership.

In coordination with and on behalf of the Executive Director, may perform the following additional duties, as assigned:

  • Coordinates with the Executive Director, GSA Leadership, OMB, and Federal agency partners to establish objectives to achieve the efficient and effective use of available resources, including the identification of potential budgetary concerns. Also ensures integration of budget and performance information and ongoing assessment of the TMF’s investments in key initiatives.
  • Provides information to OMB that meet statutory requirements, such as detailing progress, project status, financial expenditures, and additional technical development information of the TMF.
  • With the technical team, oversees the formulation and implementation of technology investment policy to enable agencies to improve information technology and service delivery, enhance cybersecurity across the Federal Government, and verify that proposals submitted by agencies for funding authorized under the fund meet established criteria, and works with agencies to develop and improve proposals, provides recommendations to the Board, and provides ongoing support to agencies to ensure the successful execution of awarded projects.
  • Represents the TMF PMO and the Executive Director, as needed, in meetings with top GSA officials and other top-level executives from public and private industry, federal agencies, Congressional representatives, the news media, other public media outlets and the general public.
  • Manages and oversees the development of short and long term goals for funded projects or program areas and leads the development of strategic and operational plans and to effectively manage risk and monitor cost, schedule, and performance. 
  • Provides leadership and expert advisory support to guarantee that efforts are coordinated, comprehensive and strategic, including in collaboration with other government agencies.  Effectively leads and collaborates with others to ensure accountability for results and to achieve program goals and objectives.
  • Manages, reviews, and makes decisions regarding resource allocations and financial models, and monitors requirements for operations, including personnel and financial resources, while working closely with the OCFO to certify that the fund is administered in accordance with all laws, regulations and written agreements.
  • Directs, coordinates, and oversees operations, while advising staff regarding policies, procedures, and directives of the Executive Director and GSA Leadership.

CONDITIONS OF EMPLOYMENT:

  • This position is a critical-sensitive national security position and appointment requires that you undergo a single scope background investigation and that the GSA security office grants you a Top Secret national security clearance. Applicants do not need this level of clearance in order to apply. If you are not a GSA employee, the security office must grant the clearance before you are appointed to this position unless a pre-appointment waiver of this requirement is approved.
  • Male applicants born after December 31, 1959 will be required to complete a certification document confirming their selective service status.
  • Persons selected for their initial appointment to an SES position must have their executive qualifications approved by the Office of Personnel Management before being appointed to the position.
  • If selected, you will be required to serve a one-year probationary period unless you have previously successfully completed a one-year probationary period in the Senior Executive Service.
  • If selected, you must file a Public Financial Disclosure Report (OGE Form 278) upon appointment in accordance with the Ethics in Government Act of 1978.
  • This position has been designated under Executive Order 12564 as being subject to random drug screening.  If tentatively selected for this position, you may be required to submit to a urinalysis screen for illegal drugs prior to appointment.  Appointment will be contingent upon your receiving a negative test result.

Qualifications

All applicants must meet the Mandatory Technical and Executive Core Qualification requirements listed below to be eligible for consideration. Eligibility will be based on a clear demonstration that the applicant's training and experience are of the scope, quality and level of responsibility sufficient to successfully perform the duties and responsibilities of this executive position.

Demonstrated experience in effectively leading or working closely with technical or operational teams to develop technology products and services at scale. This experience must include:

1. Working with stakeholders that represent the senior leadership of large, complex organizations, be that in the government (including political appointees), private sector, and/or not-for-profit spaces.

2. Working with executive leadership to define organizational strategy, including goals, metrics and staffing plans, and working with project teams to achieve desired outcomes.

3. Supporting an organization that leverages modern software development best practices to deliver and operate technology products and services at scale.


MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs):
