Duties

Help
  • Provides management oversight to the budget process, including planning, programming, budgeting, allocation and execution of funds.
  • Reviews annual appropriation and authorization legislation to determine congressional intent.
  • Reviews and interprets higher headquarters? orders, guidelines and directives, and policies and precedents to assess impact on State programs.
  • Prepares budget requests consistent with guidance issued by higher headquarters.
  • Certifies funds and coordinates the receipt of Funding Authorizations Documents (FADS) for the Comptroller.
  • Develops, coordinates and distributes Funding Allocation Targets to division and PM accounts using the State Automated Budget System and the State Accounting and Reservation System.
  • Produces monthly reports and summary reports on annual funding programs and allotment for accounts.
  • Performs duties with the responsibility of budgetary planning and programming timetables for new and modified programs, deployments, and mobilizations.
  • Develops processes and guidance in unique situations without specific guidance.
  • Develops supplemental guidance and instructions for operating officials on the preparation and submission of budget estimates and ensures a comparable level of funding to estimates and requests.
  • Reviews transactions including reservations, obligations, and disbursements based on interpretation of laws, regulations, or policy.
  • Reprograms and migrates congressional interest program funds based on Program Budget Advisory Committee (PBAC) decisions and changing needs of various organizations.
  • Prepares requests to higher headquarters for budget activity transfers directed by the AG and the PBAC.
  • Trains personnel in budget and financial management principles, techniques, responsibilities, distribution, and accounting for federal funds.
  • Upon mobilization, makes recommendations on obtaining resources; and computes budget requirements.
  • Provides technical budgetary advice and assistance to federal and state agencies as requested.
  • Works with other Department of Defense (DoD) components to establish business practices to enhance mission accomplishment.
  • Serves as the budgetary primary point of contact for issues relating to the Master Cooperative Agreements.
  • Independently develops and implements guidelines and policies as well as management controls for effective budget execution; and exercises primary oversight of program manager appointments and delegations of authority.
  • Performs other duties as assigned.

  • If selected individual is in a Permanent status (Tenure 1 or 2) with the Missouri Army National Guard, that individual will retain their Permanent status.
  • If selected individual is in an Indefinite status (Tenure 3) with the Missouri Army National Guard, that individual will retain their Indefinite status.
  • Any other individual selected for this position will be Indefinite.
  • Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
  • Indefinite employment can be terminated with a 30 day notice.
  • United States Citizenship is required.
  • Federal employment suitability as determined by a background investigation.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Participation in direct deposit is mandatory.
  • Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.

Qualifications

GENERAL EXPERIENCE: All on-board Title 5 Excepted Service employees assigned to Series GS-0560 positions, must be certified at the next higher grade-level before considered as eligible for merit promotions to that level; and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. Must possess skill in collecting and analyzing data effectively, efficiently, and accurately; ability to plan and coordinate difficult and complex programs; ability to develop, apply, and adjust financial plans and policies to attain agency objectives; ability to select, develop, and supervise a subordinate staff; ability to establish and maintain effective working relationships, not only with subordinate staff, but with all levels of key management officials, the latter particularly requiring the exercise of tact, ingenuity, and resourcefulness; skill in presenting formal training presentations and briefings; ability to make oral and written presentations in a clear and concise manner; ability to apply a high level of sound and independent judgment in the solution of financial problems and in the administration of a financial management program; skill in applying procedures and directives by reading and interpreting program material; knowledge of agency operating programs; knowledge of financial principles, methods, techniques, and systems; ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; skill in training, mentoring, and problem solving; and skill in applying procedures and directives by reading and interpreting program material.

GS-11 SPECIALIZED EXPERIENCE: Must possess at least 24 months of specialized experience equivalent to at least the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates your ability to provide management oversight and guidance to the budget formulation and execution process, and identify programs where short falls in funding will occur if funds management is not exercised to meet short suspense dates and times when the effects of missions impact the budget. . The specialized experience must also indicate that you possess finance budget experiences and competencies that provided you with knowledge of financial principles and procedures; an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements; and experiences and training that demonstrate the competencies to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.

As a condition of continued employment in the GS-0560-11 position and dependent on the position's certification level, the employee must complete the higher financial management certification within 24 months of appointment to the position.

Must currently possess or able to maintain a SECRET security clearance.


ADDITIONAL CONDITION OF EMPLOYMENT:

Education

Must possess a high school diploma or general education development (GED) diploma. An undergraduate degree and/or a post graduate degree from an accredited college/university in NG finance; -or- in a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management is optimum.

NOTE: Prior to appointment, an agency will require the service member to provide a copy of the DD-214.

To be Highly-Qualified, the candidates are considered, by the Human Resources Specialist (Staffing), as highly proficient and fully competent to effectively perform all the job requirements and can successfully perform in the position almost immediately, or with a minimum amount of training and/or orientation.

b. Well-Qualified: The numeric value group normally ranges from 80-89 points. This next lower numeric value group is used for those candidates that meet the minimum qualifications of the position and are proficient in most, but not all, of the requirements of the position. Candidates may require some training and/or orientation in order to satisfactorily perform the duties of the position.

c. Qualified: The numeric value group normally ranges from 70-79 points. This lowest group is for those candidates who meet the minimum qualifications of the position and are proficient in some, but not all, of the requirements of the position. Candidates will require extensive training and/or orientation in order to satisfactorily perform the duties of the position.
