The Chief Information Officer is a key member of the Executive Director's executive team and is delegated to act for the Director in interpreting and carrying out the Commission's objectives in the wide area of information technology and information security management, and oversite of the Office of the Chief Information Officer (OCIO). The incumbent has signatory authority for the Executive Director for matters within the incumbent's operational purview. Conducts periodic assessments of administrative effectiveness throughout the agency by reviewing and analyzing organizational accomplishments in terms of initial program goals and resource commitments for achieving federal, agency, bureau, office, and regional goals, objectives and success in achieving goals.

In addition, the incumbent is responsible for undertaking, in collaboration with agency operating managers and supervisors, measures designed to improve cost-effectiveness and efficiency to enhance the FTC's ability to meet its objectives within budgetary constraints. Establishes high-level partnerships and collaborates with top agency officials, stakeholders from government agencies, private industry personnel and other customers to discuss and determine how to improve the quality of services rendered by the Office of the Chief Information Officer.

The incumbent participates with the Executive Director in determining OED's direction and focus in pursuing broad agency program goals and objectives, and in general executive and management oversight of all phases of the work for the agency. The incumbent is accountable for the success of the assigned functions, programs, and projects, which encompasses responsibility for the full range of factors that affect program and project accomplishment. This includes obtaining the resources necessary to accomplish the work and exercising responsibility for their effective use; and dealing with key officials from within and outside the agency to gain understanding and support for the program or project. Monitors the organization's progress toward its goals and objectives. As needed, makes appropriate adjustments to goals, including monitoring work status through formal and informal means to evaluate progress- toward objectives; assessing overall effectiveness, efficiency and productivity of the divisions; and identifying, diagnosing, and consulting on problem areas related to implementing and achieving goals and making decisions on alternative courses of action. Provides high-level executive guidance and strategic direction on long-range operating and management goals and objectives and based on performance and cost-benefit analysis, recommends adjustments to the programs and/or projects to achieve high levels of customer service delivery of the Office of the Chief Information Officer's programs and services.

The incumbent represents the Executive Director and FTC in meetings with Congressional and Executive Branch oversight entities including but not limited to oversight panels, OMB, CISA, GAO, and FTC OIG. The CIO seeks out and maintains frequent contact with Bureau and Office heads to ensure information shared with oversight entities is reliable and complies with requirements directives and laws. The incumbent establishes high-level partnerships and collaborates with top agency officials, stakeholders from government agencies, private industry personnel and other customers to discuss and determine how to improve the quality of services rendered by the Office of the Chief Information Officer (OCIO). Participates in high-level policymaking sessions with the Executive Director, OED deputies, the Chair, the agency's Chief of Staff, the Commissioners, bureau directors, office heads, regional directors, and others and provides authoritative advice, guidance, recommendations and comments for the development of policies that impact customer experience and the delivery of OCIO programs and services within the FTC.

  • Background investigation (Public Trust) is required.
  • You will serve a one-year probationary period unless you have previously completed the probationary period in the Senior Executive Service (SES).
  • The individual selected will be required to file an Executive Branch Personnel Financial Disclosure Report (OGE Form 278) in accordance with the Ethics in Government Act of 1978.
  • The agency is currently exploring the possibility of having a remote workforce for current and future employees beyond September 2022.
  • If selected, you will be permitted to temporarily telework from a location outside the local commuting area.
  • However, once employees are permitted to return to the office, you may be required to report to the duty station listed on this announcement within 60 days. At that time, you will be eligible to request telework in accordance with the FTC?s policy.

Qualifications

QUALIFICATIONS:
As a basic requirement, applicants must demonstrate technical and professional competence as described in the Mandatory Professional Credentials/Technical Qualifications section below and executive leadership capabilities as described in the Executive Core Qualifications (ECQs) of the SES listed below. Typically, experiences of this nature will have been gained at or above the GS-15 grade level or its equivalent in federal service, or with state or local government, private industry, or nongovernmental organizations.

If you are a current career member of the SES, are eligible for reinstatement into the SES, or have completed an SES Candidate Development Program and have been certified by the Office of Personnel Management's (OPM) Qualifications Review Board (QRB), you can apply for competitive and/or noncompetitive consideration. For competitive consideration, you must submit a resume and written statements addressing the Mandatory Professional Credentials/Technical Qualifications, ECQs, and other applicable qualifications. For noncompetitive consideration, you must submit your resume, written statements addressing the Mandatory Professional Credentials/Technical Qualifications, and other applicable qualifications. Written statements addressing the ECQs are not necessary for noncompetitive consideration. You must also provide documentation of QRB certification (i.e., SF-50 showing career SES status or OPM-issued SES qualification certificate).

MANDATORY PROFESSIONAL CREDENTIALS AND TECHNICAL QUALIFICATIONS:

Mandatory Professional Credentials: You must possess an advanced degree in related fields such as Information Systems, MBA concentration with MIS, etc.

Mandatory Technical Qualifications (should not exceed two pages per qualification): (INSERT)
MTQ 1: Experience in managing and securing multi-cloud operations to better serve customers and to achieve strategic IT and corporate missions, goals, and objectives. Experience in these areas should highlight success in continuous improvement through one or more of the following: devsecops, zero trust security, or agile development.

MTQ 2: Experience in executing the majority of OMB A-130 policy areas that enable federal agencies to operate information as a strategic resource. Experience in these areas should illustrate familiarity with law enforcement and data analytic operations similar to or larger than the FTC's.

MTQ 3: Experience in resourcing and building talent either through acquisitions and/or recruiting of staff. Experience in these areas should highlight successful outcomes in customer adoption of emerging enterprise technologies such as those for collaboration or data analytics.


EXECUTIVE CORE QUALIFICATIONS: All applicants must submit written statements describing accomplishments that would satisfy the ECQs. You must respond to all ECQs and address each one separately, as failure to do so will result in a rating of 'ineligible' for the position. A good competency-based qualifications statement should address the following elements for each ECQ: (a) the goal, problem, or activity and its challenge, (b) the context or environment in which the activity took place, (c) specific actions you took to address the challenge, and (d) the results or impact of the activity. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of the programs you managed, and the results of your actions. You are strongly encouraged to review the Guide to Senior Executive Service Qualifications. The ECQ statement, addressing all five ECQs, may be no longer than ten pages.

ECQ 1 - Leading Change: This ECQ involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 3 - Results Driven: This ECQ involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - Business Acumen: This ECQ involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - Building Coalitions: This ECQ involves the ability to build coalitions internally and with other federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

1. The agency may reimburse relocation expenses.
