This is a Senior Executive Service (SES) position located within the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Resilience.

The mission of Resilience is to prepare communities, reduce suffering, and speed recovery.  The Resilience organization includes several programs to meet this mission including risk information, planning and capacity building, federal insurance, and risk reduction investments.

This position oversees strategy, policy, doctrine, and evaluation efforts for the entire Resilience organization.

The incumbent oversees the development and implementation of strategy, doctrine, program evaluation, research, governance, performance management, and strategic resource planning across Resilience. Ensures that appropriate long-range planning is coordinated and accomplished, and that there is maximum and efficient utilization of available resources across Resilience.

The incumbent oversees the development and tracking of priorities and implementation strategies associated with the FEMA Strategic Plan, Administrator’s Annual Planning Guidance and Resilience strategic planning efforts. Plans and coordinates the development of wide-ranging policies, strategies, and initiatives for FEMA that are consistent with the Administration’s and Department’s policy positions. Continuously analyzes and recommends changes to programs, policies, and performance measures in order to increase program efficiency and responsiveness. Provides decision support and risk analysis services and identifies opportunities to enhance data-driven decision making.

The incumbent works closely with FEMA’s Office of Policy and Program Analysis (OPPA), Office of Chief Financial Officer (OCFO) and Resilience Business Management to connect strategic planning to resource prioritization within Resilience.

The incumbent reviews new directives, legislation, and regulations relating to assigned programs and makes recommendations to Resilience leadership concerning their impact on efficiency of operations and the most effective means of implementation.

The incumbent represents DHS/FEMA in dealings with Federal, state, local, tribal, territorial, private sector and non-governmental organization officials who have vital interests in homeland security and emergency management.

The incumbent implements Presidential and Homeland Security policy across the federal interagency, inter-governmental, and whole community partners.

Carries out EEO policies and communicates support of these policies to subordinates.  Ensures diversity, equity, inclusion and accessibility in determining qualifications, selections, assignments, training, promotions, discipline, and awards to employees.  Ensures that minorities and women are considered for training opportunities and are nominated/appointed to boards and committees.  Coordinates efforts with EEO officials during the development and execution of policies affecting personnel.

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below.  Experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.

TECHNICAL QUALIFICATIONS – MANDATORY

  1. Demonstrated ability to navigate the strategy development process, including interaction with external stakeholders in order to advance policy priorities and improve outcomes.
  2. Demonstrated ability to connect strategic planning to resource prioritization.
  3. Experience working in or working with local, state, territorial or tribal governments in a leadership role.  Experience with using an equity lens in policymaking, strategy development, and/or program design. This includes the ability to evaluate and streamline business processes and programs in order to improve customer experience for everyone, including the most resource constrained communities.
  4. Comprehensive knowledge of risk information, planning and capacity building, insurance, risk reduction investments and climate adaptation.

Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive Core Qualifications (ECQs); however, applicants must address the Technical Qualifications (TQs) within their resume.

ECQ 3: RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4: BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5: BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
