The USPS OIG conducts systematic performance, financial, or attestation reviews and audits of U.S. Postal Service programs and operations, including assessments of efficiency and adequacy of internal controls; compliance with laws, regulations, policies, and/or contracts; and detection of fraud, waste, and abuse.

The Retail Directorate strives to work in partnership with Postal Service management and stakeholders to improve the efficiency of the Postal Service's retail network in terms of controlling costs, generating revenue, and providing leading customer service. The Retail Directorate produces audit and management advisory reports to help carry out the USPS OIG's overall mission of ensuring efficiency, accountability, and integrity in the Postal Service.

The employee will serve as a senior member of an audit team in the Retail Directorate. The Auditor role requires the individual to be highly motivated and experienced in conducting program and performance audits. The employee is expected to be skilled in performing key functions throughout the audit process, including research, planning, fieldwork, documentation, and communicating results. The employee will be expected to apply a wide range of auditing concepts, laws, policies, practices, analytical, and diagnostic methods, and techniques to address substantive and technical issues or problems. Responsibilities include day-to-day project and task planning, execution, and/or completion; collaborating with management and peers; and ensuring continuous progress toward stated goals.

Successful candidates will have relevant experience in following:

  • Performing all necessary functions of an audit throughout the planning, fieldwork, and reporting phases, individually and as a member of an audit team, with limited oversight in accordance with USPS OIG policies and procedures and Generally Accepted Government Auditing Standards.
  • Designing audit plans, including helping identify objectives, risk areas, scope, methodology, fieldwork, data analysis, and other project tasks that provide a clear path for developing convincing findings and actionable recommendations.
  • Executing data collection efforts, ensuring that evidence collected is reliable, sufficient, relevant, and properly documented in the project work papers.
  • Producing audit deliverables and documentation such as reports, findings, action plans, workpapers, process flow charts to clearly, concisely, and accurately communicating information to internal and external stakeholders.
  • Functioning as a member in a high-performing team.
  • Presenting oral briefings to management and other stakeholders, including communicating project status and results.
  • Reviewing and interpreting complex documents such as financial documents, policies, standard operating procedures, and contracts to determine accuracy in accordance with procedures, internal directives, and regulatory requirements.
  • Selecting and applying appropriate quantitative and qualitative analytical methods and tools to collect, arrange, process, and present data, develop conclusions; and make recommendations.
  • Using critical thinking and audit and programmatic knowledge to interpret data; identify risks; understand trends and developments; prioritize work; evaluate strengths and weaknesses of alternative solutions; develop novel approaches to problems; and reach insightful conclusions.
  • Representing the organization in meetings with officials from the Postal Service, other agencies, industry groups, or other internal or and members of external organizations.
  • Providing technical expertise, support, and guidance to auditors and other staff.

The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Journey Band level, equivalent to a GS-11/12/13. The salary range for this position is $76,990.00 - $145,617.00. The salary figures INCLUDE locality pay for Arlington, VA and Carol Stream, IL. Non-competitive promotion up to a GS-13 equivalent level is possible through our career ladder program.

Qualifications

Please Note: The GS-13 equivalent level is distinguished from the lower levels by the willingness and ability to assume Auditor-in-Charge (AIC) responsibilities as assigned, leading the most complex audits which require mastery level project management, critical thinking, and analytical problem-solving skills with minimal oversight. Complex audits are distinguished by the heightened prominence, scope, or sensitivity of the subject; the difficulties encountered in establishing facts; the need for meticulous execution; and/or the greater number of individual metrics to be considered.

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.

  • Degree in auditing or in a related field (please see below list for related field degree list) such as business administration, finance, public administration, or accounting (must submit transcripts from an accredited college or university).
OR
  • A combination of education and experience - at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: a certificate as a Certified Internal Auditor (CIA) or a Certified Public Accountant (CPA), obtained through written examination; or completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
AND
  • Two to four (2-4) years of experience conducting program and/or performance audits in accordance with Generally Accepted Government Auditing Standards at an Office of Inspector General or similar audit organization to determine the efficiency and effectiveness of programs, functions, and operations.   • Business Related, including but not limited to:
    • Auditing, Accounting, Business Administration, Economics, Finance, International Business, Management, Marketing, Organizational Behavior/Psychology, etc.
  • Government Related, including but not limited to:
    • Criminal Justice, Political Science, Public Administration, Public Policy, Law, Public Relations/Communications, etc.
  • Technically Related, including but not limited to:
    • Engineering, Cybersecurity, Human Resources, Information Technology, Journalism/Investigative Reporting, Logistics, Supply Chain Management, etc.

DESIRABLE QUALIFICATIONS
  • Experience conducting performance audits, reviews, or program/policy evaluations.
  • Working knowledge of Postal Service retail network operations, activities, and performance.
  • Experience writing and reviewing audit reports and other audit deliverables.
  • Advanced degree in accounting or any other related business degree.
  • Professional certification(s), i.e. CPA, CIA, Certified Fraud Examiner, etc.

  • Ability to develop methods to isolate and identify conditions affecting mission capability, susceptibility to fraud, and the potential for increased efficiency.
  • Ability to work effectively (independently or within teams) across functional areas in a professional and collaborative environment.
  • Ability to use computers, MS Office products (e.g., Excel, Power BI) and auditing software to plan and track audits, analyze data, and present findings.
  • Ability to write communications that convey concise and comprehensive information on matters of a complex nature which are appropriate for the targeted audience and require minimal editing.
  • Ability to communicate verbally and deliver presentations to convey information and issues of a complex nature, incorporating information obtained through research.
