We offer the opportunity to drive value to the organization by designing, developing, and adapting mathematical, statistical, econometric, and other analytical solutions to the Office of Audit. The OIG relies heavily on Audit's statisticians to make informed decisions, provide insights, and help teams within the Office of Audit and the OIG conduct their work effectively and efficiently. The successful candidate would provide direction and support in the Office of Audit in statistical sampling and analysis and coordination with other components within the organization.

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Specialist Band level, equivalent to a GS-14. The salary range for this position is $132,368.00 - $172,075.00. The salary figures INCLUDE locality pay.

The employee serves as the authoritative resource for the agency in the area of statistical analysis. As an expert technical authority responsible for the statistical analysis function, responsibilities involve solving significant problems complicated by interfaces and inter-relationships between and among programs, systems, functions, policies, and numerous critical issues.

  • Applies a variety of statistical techniques such as logistic regression, and generalized risk models, analysis of frequency distributions; analysis and modeling of multivariate; sampling; analysis of variance; determining confidence limits; and estimating magnitudes to laboratory and/or clinical data.
  • Develops and maintains statistical analysis programs for databases.
  • Serves as a technical expert with respect to all phases of statistical interpretation.
  • Provides technical advice to peers and senior managers within and outside of the organization on statistical methods and techniques.
  • Prepares comprehensive reports of study results to include discussion of substantive research objectives.
  • Assesses the adequacy and quality of data used in the analysis. Prepares an explanation of the methodologies, results, and relevance of issues and problems under study.
  • Identifies specific statistical research areas that merit investigation, develop new hypotheses and approaches for studies and evaluates the feasibility of such endeavors.
  • Initiates, formulates, plans, and executes statistical studies, which are designed for the purpose of identifying, analyzing, and reporting on energy-related issues.
  • Develops sound statistical approaches that assist in the efficient accomplishment of OIG project goals.
  • Contributes to the successful use of sampling and data analysis by project teams by providing effective technical guidance.
  • Ensures that findings and recommendations that result from statistical methods are prepared in accordance with OIG policy and GAGAS and are adequately presented, projected, and supported.
  • Provides expert level advice and technical guidance when reviewing OIG products.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.

  • Bachelor's Degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

DESIRABLE QUALIFICATIONS
  • An advanced degree or certification.
  • Experience with quantitative analytics tools and Microsoft Office Suite.
  • Knowledge of Postal Service operations.

EVALUATION FACTORS

  • Mastery of financial, mathematical, or statistical theories, principles, concepts, methods, and techniques sufficient to conduct complex analyses.
  • Demonstrated skill in applying advanced statistical principles, practices, and techniques for data analysis, complex sampling, forecasting, quality control, and operations research to effectively plan projects
  • Skill in providing technical expertise to support complex statistical analyses and methods.
  • Ability to write and/or present comprehensive statistical reports and scientific manuscripts based upon the data collected and analyzed.
  • Extensive knowledge in planning and executing a variety of complex projects and developing recommendations requiring technical and administrative judgment.
  • Ability to effectively communicate results via visualizations, dashboards, reports, or other written formats.
  • Ability to manage multiple priorities and employ strong organizational skills to gather, organize, and analyze data and complete projects on time.
  • Ability to work effectively (independently or within teams) across functional areas in a professional and collaborative environment.
  • Ability to write communications that convey concise and comprehensive information on matters of a complex nature which are appropriate for the targeted audience.
  • Ability to communicate verbally and deliver presentations to convey data analysis information and issues of a complex nature, incorporating information obtained through research.

Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
